Overview

Beyond New Horizons, LLC (BNH) has an exciting opportunity for a Property Specialist III, supporting TOS II, at Arnold Air Force Base, TN. The Property Specialist II will be working as a member of an integrated team responsible for supporting the United States Air Force Test Operations and Sustainment efforts.

Job Summary

The selected candidate will report to the Property Manager and support the department's mission to ensure the effective and efficient management and accountability of Government property. Responsibilities include leading and oversight of the Enterprise Logistics Management System (ELMS) database (the govt. APSR) to include adding new assets, updating movement of assets, and inactivating assets due to disposition, loss, theft, damage, or destruction. The candidate will also have oversight and lead the project for the PIEE-IUID Registry to create records and tag 700+ GFP assets at AEDC. Duties also include conducting equipment inventories using computers and scanners, serving as the Property Management's Point of Contact (POC) for assigned zone, and reviewing requisitions routed to the Property team.

Job Duties:

    Reports to and receives operational guidance from the BNH Property Manager.
  • Gathers and compiles support data for assembling government property control baseline requirements and for the preparation and the administration of the property control programs.
  • Assists managers and administrators in completion of the various administrative tasks required by the Government Property Management Manual, compliance with applicable regulatory requirements and property records management systems.
  • Monitors areas of Government property control management as well as compliance with prime contract requirements.
  • Conducts investigations and inquiries into specific government property control management areas, as assigned.
  • Organizes property materials for the preparation of meetings, presentations, and training sessions.
  • Drafts correspondence and assists in the preparation of periodic status reports.
  • Interfaces with the Government Property Manager, property custodians, and other functional department personnel as needed.
  • Performs periodic inventories of Government Property assigned to BNH.
  • Support movement, storage, and disposition processes.
  • Conducts self-assessments of the functions of Property Management as assigned.
  • Create, post, and maintain property records in the TOS Approved Property System of Record (APSR).
  • Create, post, and maintain property records in the Govt. Approved Property System of Record (APSR).
  • Perform duties under moderate supervision and typically is assigned one or more government property control group of activities. Monitors areas of property control management and follow Government property related compliance to all prime contract obligations.
  • It is a condition of employment to wear PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
  • Perform other duties as required.

Basic Qualifications:

  • Bachelor's Degree from an accredited university in Business Management or related discipline and 5 years of related experience or, in lieu of a degree, 8 years of related experience.
  • Must be able to obtain and maintain a security clearance and the AEDC local area network.
  • Current U. S. Citizenship required.

Preferred Qualifications

  • Basic knowledge of Federal Acquisition Regulations and applicable agency supplements related to Government Property
  • Basic understanding of governmental contracts and the flow-down of applicable clauses.
  • Ability to use various property software packages and develop computer and scanner skills used in performing property assignments.
  • Demonstrated analytical and organizational skills.
  • Demonstrated oral and written communication skills.
  • Some basic knowledge of contract types, terms and legal requirements.

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations and refers to the amount BNH is willing to pay at the time of this posting. Salaries for part-time jobs will be adjusted based upon the number of hours agreed to work.
