Job Description:
The Senior TDOE Specialist serves as a strategic leader within the Talent Development & Organizational Effectiveness function, driving OU Health's Talent Management strategy through highimpact initiatives that strengthen leadership capability, elevate the team member experience, and reinforce organizational culture. This role requires advanced expertise in talent development, program design, facilitation, and project leadership, alongside strong relationshipbuilding, criticalthinking, and communication skills. Operating with a high degree of autonomy, the Senior TDOE Specialist leads enterprisewide efforts, provides thought leadership, and influences stakeholders across all levels to advance organizational priorities. Serves as a strategic advisor to leaders, providing expert guidance on talent development, culture, and organizational effectiveness practices. Builds and sustains high-impact, trustbased partnerships with senior leaders, SME groups, and crossfunctional stakeholders to influence decisionmaking and drive strategic initiatives. Leads vendor strategy and oversees external partnerships to ensure alignment, quality, and effective delivery of enterprise learning solutions. Models organizational leadership standards through integrity, professionalism, and a commitment to continuous improvement.
Project and Priority Coordination:
Leads complex, enterprise-wide talent development initiatives from concept through execution, ensuring alignment with organizational strategy and priorities. Manages highvisibility projects involving multiple departments, diverse stakeholder groups, and competing priorities. Develops project plans, success measures, and changemanagement strategies, ensuring exceptional quality and timely execution. Anticipates risks, evaluates root causes, and develops innovative solutions to organizational and operational challenges. Oversees planning and execution of strategic meetings, leadership events, and multidepartment work sessions, ensuring seamless coordination. Demonstrates advanced expertise in Microsoft Office Suite to create compelling presentations, tools, and analyses for senior audiences.
Instructor-Led Training or Facilitation Skills:
Designs and facilitates advanced leadership development programs, enterprise training experiences, and highimpact learning interventions. Provides expert-level facilitation and serves as a model for instructional excellence, coaching others on facilitation techniques and standards. Leads curriculum design, LMS course architecture, and evaluation strategy for organizational learning programs. Conducts indepth analysis of learner assessment data and program outcomes to drive continuous improvement and strategic enhancements. Ensures learning experiences reflect best practices in adult learning theory, promote knowledge transfer, and support organizational effectiveness.
Resource Development to Facilitate Team Member Success:
Leads the creation of comprehensive development toolkits, communication strategies, and learning resources that support largescale initiative deployment. Advises leaders and crossfunctional partners on talent development practices, workforce trends, and organizational culture strategies. Develops and delivers learning experiences for executive, leadership, and multilevel audiences; serves as a primary facilitator for enterprise programs. Uses advanced HR analytics to diagnose organizational needs, identify talent and performance trends, and recommend strategic solutions. Partners with IT, HR Business Partners, Operations, Clinical Education, and other groups to design solutions that scale and align with organizational priorities. Leads special projects and enterprise modernization efforts that enhance OU Health's culture, engagement, onboarding, and performance practices. Develops and executes comprehensive communication and changereadiness strategies to support the visibility and adoption of TDOE initiatives.
General Responsibilities:
Minimum Qualifications: Education: Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, or a related field required. Experience: At least 5 years of experience in Human Resources with a strong focus on Talent and Organizational Development, Employee Engagement, Learning Management technology, Performance Management, and/or leader coaching required. License(s)/Certification(s)/Registration(s) Required: SHRM-SCP or SPHR certification at the time of hire or attainment within 12 months of hire. Knowledge, Skills and Abilities:
Advanced ability to lead multiple enterprise-wide initiatives, manage competing priorities, and execute highimpact work under tight deadlines. Expertise in organizational listening and diagnostic strategies, including data interpretation, synthesis of insights, and advising leaders on enterprise-level action planning and improvement. Exceptional relationshipbuilding skills with the ability to influence, coach, and advise senior leaders, crossfunctional partners, and diverse stakeholder groups. Advanced ability to assess learning needs, select optimal instructional methodologies, and design sophisticated development solutions aligned to organizational strategies. Strong strategic decisionmaking skills with the ability to evaluate complex challenges, recommend systemlevel solutions, and align actions to longterm organizational goals. Expert facilitation and presentation skills with the ability to lead highstakes sessions involving senior leaders and large, multilevel audiences. Demonstrated leadership in project and program management, with experience overseeing crossfunctional teams and driving initiatives from concept through successful execution. Exceptional followthrough and execution discipline, ensuring highquality outcomes across multiple projects and priorities. Highly advanced criticalthinking and problemsolving skills, capable of diagnosing root causes and developing innovative, scalable solutions to organizational challenges. Outstanding verbal and written communication skills, including the ability to distill complex information into clear, persuasive messages for executive audiences. High integrity, excellent judgment, and a strong commitment to modeling organizational leadership behaviors that positively influence culture and team member experience. Expert-level proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint), including developing executive-ready presentations, reports, and tools.
