Who we are and what we do:

The Tennessee Department of Finance & Administration (F&A) acts as the chief corporate office of state government by leading through great business and exceptional customer service. In the early 1970s by executive order, state computer functions were centralized into one division in the Department of Finance and Administration. Since then, Strategic Technology Solutions (formerly the Office for Information Resources), has served as the state's central information technology service bureau to state departments. Strategic Technology Solutions (STS) is a division within F&A, guided by Kristin Darby, Chief Information Officer. STS's clients primarily consist of State departments and commissions. STS provides planning, resources, execution and coordination in managing the information systems needs of the State of Tennessee. In addition to providing technical directions, services, and infrastructure to the State of Tennessee, STS also serves as staff to the Information Systems Council (ISC). Department-focused IT staff are housed within the five (5) Business Solutions Delivery (BSD) BSD Business Domains. The Business Domains provide IT strategic planning, high-level shared resources, and customer service delivery. The General Government Domain supports Department of General Services, Department of Human Resources, Finance and Administration, and Commerce and Insurance.

Job Overview:

The Business Domain Director (BDD) reports directly to the BSD Executive Director and provides executive leadership for multiple teams supporting agencies within the General Government Business Domain, including oversight of the Statewide Enterprise Resource Planning (ERP) product portfolio within Strategic Technology Solutions (STS). This role serves as the senior accountable leader for domain strategy, solution recommendations, product lifecycle oversight, and trusted agency partnerships. The BDD ensures the delivery of secure, scalable, and business-aligned technology solutions that advance agency missions while aligning with enterprise strategy, architecture, and governance standards. The BDD operates as both a strategic partner and operational leader - translating agency business needs into actionable product roadmaps and solution strategies while driving high-quality, agile execution across cross-functional teams.

Key Responsibilities:

  1. Serve as the executive point of accountability for the General Government Domain and associated enterprise products, including ERP lifecycle strategy and value realization.
  2. Provide strategic solution recommendations to agency leadership, ensuring alignment with enterprise architecture, cybersecurity, and modernization standards.
  3. Build and maintain trusted relationships with agency executives, acting as a primary escalation and advisory point of contact.
  4. Lead product management practices within the domain, including roadmap development, prioritization, stakeholder alignment, and continuous product improvement.
  5. Champion agile delivery methodologies, ensuring iterative value delivery, disciplined backlog management, and measurable outcomes.
  6. Supervise director-level leaders responsible for agency relationships, product ownership, and service delivery execution.
  7. Align staffing models, financial resources, and delivery capacity with both agency demand and enterprise priorities.
  8. Oversee domain portfolio governance, ensuring initiatives are prioritized based on business value, risk, and strategic alignment.
  9. Participate in enterprise governance forums including the Solutions Review Board, Change Management Board, and other strategic decision bodies.
  10. Review and assess agency endorsement requests to ensure cross-domain coordination and enterprise consistency.
  11. Lead enterprise modernization initiatives that improve efficiency, interoperability, and service resilience.
  12. Ensure continuity of operations, high-quality service delivery, and proactive responsiveness to evolving agency needs.
  13. Develop and mentor domain leadership talent, fostering a culture of accountability, collaboration, and continuous improvement.

Minimum Qualifications:

Bachelors degree in Information Technology, Business Administration, Public Administration, or related field (or equivalent experience). Experience collaborating with executive leadership to define and implement IT and product strategies. Experience directing IT teams and complex delivery functions. Demonstrated understanding of agile methodologies and product management frameworks. Knowledge of federal, state, and local laws, rules, and policies related to information systems governance. Preferred Qualifications ITIL certification or deep familiarity with IT service management disciplines. Experience leading enterprise product portfolios or large-scale ERP environments. Experience scaling agile practices across multiple teams. Experience managing vendors and third-party service providers within performance-based delivery models. Experience leading diverse, multi-disciplinary, and geographically distributed teams.
