PATH is seeking an exceptional Senior Program Officer to serve as an analytical partner in supporting transformative cross-organizational initiatives that maximize global health impact. The Senior Program Officer drives complex cost-effectiveness analyses, refines methods with technical experts, and delivers evidence that informs initiative prioritization and donor engagement. This position influences project and portfolio priorities and supports organization-wide strategies.

As Senior Program Officer, you will support senior leadership to source, evaluate, prioritize, and secure funding for high-impact, cross-cutting health initiatives that generate significant returns on investment. You will serve as the critical link between program teams, and cost-effectiveness evidence, translating complex technical work into compelling funding proposals that align donor priorities with PATH's strategic opportunities.

This is an ideal role for someone with an analytical mind, diplomatic skills, and passion for maximizing health outcomes through strategic resource allocation and evidence-based prioritization.

Responsibilities

Cost-Effectiveness Analysis & Evidence Synthesis (40%)

  • Conduct cost-effectiveness analyses of cross-cutting global health initiatives, synthesizing evidence from peer-reviewed literature, program data, and inputs from regional teams and external experts to assess impact per dollar.

  • In collaboration with senior leadership, develop and apply standardized analytical approaches to compare expected health and economic outcomes across interventions and geographies, drawing on principles of applied economics and quantitative evaluation.

  • Model the potential health and economic impact of initiatives at scale, assessing key assumptions, uncertainty, and sensitivity using econometric and counterfactual analysis.

  • Translate complex analytical findings into clear, decision-relevant insights for donors, senior leadership, and program teams, articulating trade-offs and implications for resource allocation.

Strategic Initiative Identification & Portfolio Management (30%)

  • Work across PATH's health area teams, disease-specific programs, and partnership units to identify high-potential, cross-cutting initiatives with strong prospects for scale and cost-effective impact.

  • Apply structured prioritization frameworks to evaluate initiatives based on cost-effectiveness, scalability, donor alignment, and organizational capacity, informed by economic concepts such as opportunity cost and marginal returns.

  • Support senior leadership in developing and maintaining a portfolio of investment-ready initiatives, including defining value propositions, implementation pathways, and resource requirements.

  • Conduct landscape analyses to identify gaps and opportunities where targeted investment can address systemic inefficiencies, informed by applied microeconomic concepts such as market failures and externalities.

Donor Mapping & Partnership Development (25%)

  • Support mapping cross-cutting initiatives onto specific donor portfolios, priorities, and funding mechanisms.

  • Support the development of tailored funding proposals that frame PATH's work through a cost-effectiveness and value-for-money lens aligned with donor priorities.

Cross-Organizational Coordination & Communication (5%)

  • Support organization of regular reviews of the initiative portfolio with relevant program teams and leadership.

  • Synthesize complex analytical and economic information into presentations, reports, and strategic communications for internal and external audiences.

  • Track and report on initiative progress, funding status, and impact metrics.

Required Skills & Experience

  • Bachelor's degree or higher in Economics, Health Economics, or a closely related quantitative discipline with substantial training in econometrics and applied economic analysis.

  • Minimum 5-7 years of progressively responsible experience in global health, international development, or related fields

  • Demonstrated experience conducting cost-effectiveness analyses, health economic evaluations, or impact assessments in global health or development contexts.

  • Experience working across organizational boundaries in complex, matrix environments

  • Located and working in the US, we will not accept any applications from outside of the US for this role, nor will this role support relocation.

Technical Skills

  • Strong quantitative and analytical capabilities, including applied econometric analysis, cost-effectiveness modeling, and proficiency in statistical software such as R, Stata, or equivalent tools.

  • Ability to conduct rigorous literature reviews and synthesize evidence from diverse sources

  • Exceptional skills in data visualization and translating complex analyses into clear insights

Preferred Qualifications

  • Postgraduate training in health economics, epidemiology, or related quantitative discipline

  • Experience working in or supporting programs in low- and middle-income countries

  • Familiarity with major global health donors

  • Experience with program monitoring, evaluation, and learning frameworks

  • Knowledge of effective altruism principles and impact-focused philanthropy

  • Track record of publications or presentations on cost-effectiveness or global health priority-setting

  • Experience working remotely and managing distributed teams

For U.S. Based Candidates

We offer our employees a competitive salary and generous benefits. For candidates based in the U.S., the annual salary range for this position is $88,000 - $110,000 USD. The final salary is based on a variety of objective factors.
