What You'll do:

Groundswell is seeking a highly skilled and customer-focused Technical Delivery Lead to drive the successful execution of product implementations and technical solutions. This individual will lead cross-functional teams consisting of developers, business analysts, solution architects, data scientists, and functional subject matter experts and serve as the primary interface between the customer and the delivery team.

The Technical Delivery Lead will combine strong technical expertise, product knowledge, and leadership capabilities to ensure high-quality, on-time, and on-budget delivery while building trusted customer relationships.

Key Responsibilities:

Customer Leadership & Engagement

  • Serve as the primary point of contact and "face" of the delivery teams to the customer

  • Build and maintain strong, trusted customer relationships

  • Lead customer meetings including sprint reviews, status updates, roadmap discussions, and issue resolution

  • Lead executive briefings to include project status, milestones, and product roadmap sessions

  • Translate business objectives into actionable technical plans

  • Proactively manage customer expectations, risks, and dependencies

Delivery Ownership

  • Own end-to-end delivery outcomes for assigned engagements

  • Manage multiple delivery teams with disparate customers and systems

  • Ensure solutions are delivered on time, within scope, and with high quality

  • Drive sprint planning, prioritization, and backlog refinement in collaboration with the BA and Solution Architect

  • Monitor progress, identify risks, and remove blockers

  • Ensure alignment between customer requirements and technical implementation

Technical & Product Expertise

  • Maintain strong understanding of the product architecture, capabilities, and limitations

  • Partner with the Solution Architect to design scalable, high-quality solutions

  • Review technical designs and implementation approaches to ensure alignment with best practices

  • Provide hands-on technical guidance when needed

  • Ensure product configurations and customizations are aligned with strategic product direction

Team Leadership

  • Lead and mentor a cross-functional pod (developers, BA, Solution Architect, SMEs)

  • Foster accountability, collaboration, and continuous improvement

  • Support team capacity planning and workload management

  • Create a culture of ownership, quality, and customer focus

  • Provide performance feedback and contribute to professional development

Operational Excellence

  • Track delivery metrics and report status to internal stakeholders

  • Drive process improvements across delivery workflows

  • Ensure documentation standards and governance requirements are met

  • Contribute to best practices and reusable frameworks

Qualifications:

Required

  • 6+ years of experience in software delivery, technical project management, or engineering leadership

  • Strong technical background (software engineering, systems architecture, or similar)

  • Experience leading cross-functional teams

  • Customer-facing experience with enterprise clients

  • Deep understanding of software development lifecycle (Agile/Scrum preferred)

  • Strong problem-solving and decision-making skills

  • Experience with public sector software implementations

  • Strong communication, presentation, and organization skills; multi-tasking and time management skills are essential

  • Must be a US Citizen per contract requirements

  • Ability to obtain and maintain government Secret security clearance as required by contract

  • Must be local to the Washington, DC metro area

Preferred

  • Experience with enterprise SaaS products

  • Experience working closely with product and engineering teams

  • Background in consulting or implementation services

  • Technical hands-on experience in relevant technology stack

  • Experience with Department of War (DoW) software implementations

The salary range for this role takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to skill sets, experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for any applicable geographic differential associated with the location at which the position may be filled. At Groundswell, it is not typical for an individual to be hired at or near the top of the range for their role, and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is:

$100,908.00 - $199,838.00
