Position Overview

The Program Manager will lead the design, implementation, and enterprise-scale administration of Operation Quality Home (O-QH) - a national program to standardize inspections, strengthen accountability, and improve housing quality for military families.

This role requires a leader capable of governing centrally while enabling local execution, enforcing uniform inspection standards, and building a transparent, data-driven oversight framework.

The Program Manager will coordinate federal stakeholders, military services, property owners, inspectors, and technical teams to ensure consistent program delivery and measurable improvements in housing conditions.

The Program Manager is accountable for program execution, including scope, schedule, budget, and performance outcomes across all program locations.

This position serves as the primary program authority responsible for ensuring contractual compliance, operational consistency, and successful delivery of program objectives.

Key Responsibilities
    Lead program design, standardization, and enterprise scaling
  • Manage program scope, schedule, and resource allocation to ensure contractual requirements are met
  • Establish program governance structure, operating procedures, and decision frameworks
  • Develop and maintain program management plans including scope, schedule, staffing, and risk management
  • Oversee program budgets, cost tracking, and financial performance in coordination with finance teams
  • Develop inspection criteria, credentialing systems, and policy directives
  • Oversee national rollout, pilot installations, and performance monitoring
  • Enforce uniform inspection standards and QA/QC protocols
  • Direct program staff and subcontractors to ensure consistent service delivery
  • Capture and analyze digital inspection data to identify systemic trends
  • Oversee implementation and continuous improvement of inspection technology platforms and data systems
  • Ensure data integrity, reporting accuracy, and system adoption across all program locations
  • Report transparently to Department leadership and Congress
  • Ensure program operations comply with contractual requirements, applicable regulations, and inspection standards
  • Establish and maintain quality assurance and quality control systems
  • Support audits, reviews, and external oversight activities
  • Serve as the primary point of contact for Customer leadership regarding program performance, issues, and strategic direction
  • Identify operational risks and implement mitigation strategies
  • Coordinate remediation prioritization and program levers
  • Serve as liaison among DoD leadership, services, property owners, and oversight bodies
  • Facilitate regular program reviews, status reporting, and executive briefings


Qualifications

Education:

  • Bachelor's degree in relevant field, including but not limited to Business Management, Construction Management, Engineering, Architecture, Public Administration, or other related discipline. Master's degree preferred.
  • Project Management Professional (PMP) certification preferred or ability to obtain within 12 months.

Experience:
Required:

  • 5 to 8+ years managing large or complex federal or multi-site programs
  • Experience with housing, facilities, construction, or infrastructure programs
  • Experience implementing national standards or compliance programs
  • Experience managing geographically dispersed teams

Preferred:

  • Experience working in highly regulated environments
  • DoD, HUD, or federal oversight experience

Additional Details

Worksite Arrangement: This position is located in the Institute for Building Technology and Safety headquarters office in Ashburn, VA, and follows a hybrid schedule of in-office and remote work arrangements.

Travel: This position will require periodic travel to project sites, customer offices, and stakeholder meetings.
