Rutgers, The State University of New Jersey, is seeking a Public Health Representative I in the Department of Pediatrics within the New Jersey Medical School (
NJMS).
The Public Health Rep I is the bridge between the
HIV programs and Family Planning. Supports the Division of Adolescent & Young Adult Medicine (
DAYAM) in meeting the health care needs of adolescents & young adults, as part of a multi-disciplinary team of health care providers. They will serve as lead
HIV Pre-Exposure Prophylaxis (PrEP) Counselor. Responsible for community engagement and education on sexual and reproductive health. Promotes public awareness of Family Planning,
HIV, and
STI for prevention and improved public health status. They will work closely with staff to implement and facilitate the Youth Advisory Board (
YAB).
Among the key duties of this position are the following:
- Provide clients with PrEP and Family Planning (sexual & reproductive health) education counseling. Offer PrEP and Family Planning services to high-risk clients and link to services.
- Works closely with the Program Coordinator to identify soft sites and mobile unit accessible locations, targeting 10% PrEP eligible population, interacting with community agencies and establish collaborative relationships.
- Provides HIV counseling and testing primarily on site, and on the mobile unit as needed, including appropriately obtaining and managing specimens (preparing, labeling, completing forms, transporting to laboratories, and maintaining logs.
- Applies the CDC's Social Networking Strategy utilized to recruit clients for program participation and referrals for HIV testing.
- Provides evidenced-based education to the community on HIV, STIs, Family Planning, Adolescent Health, and other hot topics through outreach and engagement activities.

Qualifications
| Minimum Education and Experience |
- Bachelor's degree in public health or a related area plus three (3) years of experience in public health or research program.
- Equivalent experience, education, and/or training may be substituted for the education requirement.

- Must obtain the Phlebotomist certification within six (6) months of employment.
- Valid standard driver's license required.

| Preferred Qualifications |
- Prior completion of the NJDHSS HIV Prevention Counseling Course Series preferred. Prior experience on a mobile unit environment preferred.
- Three (3) years performing HIV counseling, testing, and referral or in a related testing/prevention outreach service preferred.
