Who we are and what we do:

TennCare is Tennessee's managed care Medicaid program that provides health insurance coverage to certain groups of low-income individuals such as pregnant women, children, caretaker relatives of young children, older adults, and adults with physical disabilities.

TennCare provides coverage for approximately 1.7 million Tennesseans and operates with an annual budget of approximately $14 billion. It is run by the Division of TennCare with oversight and some funding from the Centers for Medicare and Medicaid Services (CMS).

Job Overview:

Under supervision of the Director of Employment and Community First CHOICES (ECF CHOICES) and Katie Beckett programs, an employee in this position will serve as the Assistant Director of the ECF CHOICES and Katie Beckett programs. This position will have a strong focus on program administration, contractor accountability, and quality improvement. ECF CHOICES is an integrated Managed Long-Term Services and Supports (LTSS) delivery model. ECF CHOICES is the first program of its kind in the country designed to integrate physical and behavioral health services and LTSS for individuals of all ages with intellectual and developmental disabilities (I/DD) in a person-centered manner that aligns incentives around promoting and supporting employment and integrated community living as the first and preferred option for persons with intellectual and developmental disabilities (I/DD). Katie Beckett is the newest program in TennCare Long-Term Services and Supports. This program is specifically for children who are ineligible for Medicaid services due to their parents' income but still need support due to having significant disabilities and/or complex medical needs. A wide range of hands-on support and other benefits are provided to children in the Katie Beckett program. The successful candidate will be responsible for supporting the Director of ECF CHOICES and Katie Beckett in managing the programs, contracts, performance, policies, reporting, and other activities of each program.

Key Responsibilities:

  • Assist in the oversight of the State's three contracted Managed Care Organizations (MCO's) responsible for administration of the programs.
  • Collaborate with internal teams and understand how program changes impact their work and work closely on any needed revisions.
  • Assist in the program management of additional LTSS contracts and services such as Fiscal Employer Agency (FEA) and Dept. of Disability and Aging (DDA).
  • Review, analyze, trend, and summarize all contractually required reports and audits to monitor Contractor performance.
  • Use reports and audits to provide analysis regarding various aspects of program development and implementation.
  • Participate and lead (as needed) all regular communications and meetings with contractors and stakeholders.
  • Review all contract deliverables, and other activities related to contract management to ensure the contractor is achieving intended outcomes and meeting program expectations.
  • Draft contract amendments and track all system and performance changes needed to meet expectations.
  • Provide technical assistance to contractors about the programs, as necessary.
  • Assist with the creation and revision of policies, procedures, and protocols related to the ECF CHOICES and Katie Beckett programs.
  • Conduct regular reviews of program rules and regulations and make recommendations for changes/improvements, as well as research practices in other states and maintain expertise in national best practices related to MLTSS programs for individuals with I/DD.
  • Assist in the creation of member education tools and materials for the ECF CHOICES and Katie Beckett programs.
  • Assist with tracking and trending service initiation, member escalations, and contractor proposals. This will include participating in weekly calls with each MCO to discuss specific needs.

Minimum Qualifications:

  • Bachelor's degree in a related field AND 3+ years in similar role or in health care management or services; experience interpreting policy or procedural provisions for a TennCare, Medicaid, or other related health insurance organization is preferred.
  • Experience in analyzing data and using data to drive performance and expectations.
  • Experience with program management and/or grant management.

  • an equivalent combination of education and work experience may be considered.

  • Demonstrated history of providing excellent customer service and fostering positive relationships

  • Experience interpreting policy or procedural provisions for TennCare, Medicaid, or other related health insurance organizations is preferred
  • Analytical skills to interpret data and use insights to drive performance and expectations
  • Experience with program management and/or grant management
  • Proven ability to work collaboratively across teams and maintain a supportive, team-oriented approach
  • Strong written and oral communication skills
  • A strong background in program evaluation and demonstrated expertise in systematic data collection and analysis to assess effectiveness and efficiency
  • Experience supporting people with I/DD using person-centered practices and promoting integrated employment and community living
  • Demonstrated ability to communicate with empathy and sensitivity
  • Experience working in or with Medicaid or disability related programs
  • Strong work ethic, self-motivation, and the ability to build trust and work well on a team
  • Ability to actively listen, engage, and build rapport with stakeholders and members
