Summary of Objective:

The Quality Supervisor Technical Operations is responsible for direct supervision of the metrology program and the functional testing conducted at the PCI Philadelphia location. The Quality Supervisor Technical Operations maintains close working relationships with internal stakeholders to meet and maintain product quality, identify, solve, and prevent problems affecting product quality, maximize productivity, and comply with regulatory requirements. The position will also ensure business needs are met to supply quality products to customers.

Essential Duties and Responsibilities:

Technical (Product and Process)

  • Oversight over the functional testing areas supporting combination product testing.

  • The calibration and metrology programs are overseen in this role.

  • Supervise internal and external contractors involved in calibration and metrology activities to ensure they are compliant with PCI procedures and industry standards

  • Ensure calibrations are performed in a timely manner and documented appropriately

  • Collaborates internally to create a 'One PCI' standardized approach for testing processes, standards, training, and test execution at the Philadelphia site, as well as other PCI locations.

  • Direct oversight of the metrology testing center to include the execution of safety, quality, delivery, and cost objectives, along with employee engagement.

  • Develops and provides tracking tools, metrics, and visual management for planning commercial and research testing capacity against performance standards.

  • Manages the equipment, process, and sample management activities of the work area.

  • Support a work environment characterized by employee involvement and participative management to encourage the highest level of employee commitment and cooperation.

  • Promptly responds to technical issues that arise on the production floor, utilizing work instructions, design documents, and specifications.

  • Ensures continuous compliance of functional testing equipment.

  • Develop a relationship with functional testing equipment vendors to ensure continuous support

  • Participates in the budget planning process based on revenue targets and financial goals, inclusive of consumables, instrumentation, and resourcing needs. Identifies opportunities for cost savings.

  • Ensures timely and appropriate resolution of CAPA and quality incidents, quality and compliance metrics, root cause analysis, and improvement.

  • Responsible for the development and tracking of key functional metrics.

  • Keeps abreast of new technical developments. Assist with the implementation of new tests, equipment, programs, and/or procedures in the assigned area(s) as needed. Contribute to continuous improvement initiatives to increase quality of services and operational efficiency.

  • Ensure appropriate development and maintenance of SOPs for instrumentation/metrology.

  • Serves as a subject matter expert to support the audit and inspection process and responds directly to inquiries.

  • Support the creation of training programs and tools, as well as the delivery of training to employees on equipment and instrumentation usage.

  • May guide other facilities on equipment and instrumentation queries.

  • Responsible for supporting Six Sigma, quality, and safety initiatives.

  • Performs additional duties as specified by management.

Supplier Ownership

  • Maintains all testing equipment and assets throughout their useful lifecycle to include procurement, qualification, operation, calibration, and maintenance.

  • Work with instrument and equipment suppliers to develop appropriate service level agreements, onsite technical visits, upgrades, and costing over an asset's useful life.

  • Works with quality to qualify new and audit existing suppliers as needed.

Leadership

  • Collaborate with the engineering, commercial operations, procurement, and ancillary groups and wider development, manufacturing, and procurement teams for high-priority product-program initiatives.

  • Attention to detail and self-motivation to deliver work to the highest standards.

  • Multitasking, planning work, scheduling tasks, coordinating activities, and managing time efficiently.

  • Timely problem-solving using data-driven tools and methods.

  • Presentation of quality standards, process flows, inspection plans, and/or issues both internally to stakeholders and externally to clients with confidence and accuracy.

Other - General

  • Performs additional duties as specified by management.

Requirements

  • Bachelors Degree in Engineering, Mechanical Engineering or Electrical Engineering
  • 5-6 years of experience
