DESCRIPTION OF WORK

A Tax Account Collections Technician performs comprehensive reviews of the individual tax accounts for adherence to Pennsylvania Tax laws, regulations, policies, and procedures. Upon review, you will calculate and adjust accounts based on closed decision and orders received from the Board of Appeals and the Board of Finance and Revenue. This role assists with calculations for The Commonwealth Court and Pennsylvania Supreme Court accounts per stipulations received from the courts and makes appropriate adjustments when final decisions are completed and filed with the Bureau. This position makes corrections on any individual taxes, reviews tax write-offs, compromise requests, waivers, and individual tax liabilities making adjustments accordingly and protecting Commonwealth's interest. You will inform the taxpayer of their right to appeal the Bureau's decision in some cases. Additionally, this role provides verbal and written correspondence with internal and external stakeholders. Other responsibilities include:

  • Receive checks returned to the Department for nonsufficient funds, closed accounts, stop payments, etc. Invalidating the check payments and assessing Return Check Fee additions through online transactions.
  • Explain estimated underpayment penalty assessment notice and Department calculations to taxpayers and or their representatives.
  • Initiate and prepare estimated tax payment refunds and manual interest refunds per written request from taxpayers and their representatives.
  • Prepare 15% Amnesty nonparticipation Penalty adjustment requests.
  • Prepare and submit production reports for work completed that cannot be logged by computer system.
  • Remains mindful of internal controls and risk management when changes are made to a process.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 9:00 AM to 5:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week, after successful completion of the six-month, in-office training period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.   • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $45,907.00 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Three years of experience reviewing tax documents and applying tax laws and rules and regulations and making taxpayer liability decisions; or
  • Three years of experience in the collection of taxes; or
  • Three year of experience in the provision of taxpayer assistance which involves the explanation of the application of tax laws, rules, regulations, policies and procedures; or
  • Any combination of experience and training which provides the applicant with the required knowledges, skills and abilities.

  • This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment. Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.
