The State Highway Administration's (SHA) Office of Highway Development (Baltimore City) is currently recruiting for a Project Design Engineer and Project Manager (Transportation Design Engineer IV) position. This position is open to anyone who meets the minimum qualifications listed below. The resulting list of eligible candidates will be used to fill this vacancy and may be used to fill future vacancies in this classification.


Nature of Work
: The main purpose of this position is to function as a licensed professional engineer to create safer, more accessible streets. The Project Design Engineer and Project

Manager will lead transformative transportation projects that prioritize bicyclists,

pedestrians, and other vulnerable road users. This position will lead the charge on

projects ranging from innovative intersection redesigns to complex multimodal

corridor improvements. They will collaborate across disciplines, working side-by-side

with planners, engineers, and landscape architects, from initial concept through

construction. This position will drive results by managing budgets, timelines, and

resources with precision, while proactively solving challenges to keep projects on

track. They will be the face of progress, serving as the primary liaison with

government agencies, community groups, and stakeholders to align visions, share

updates, and build consensus. They will also ensure excellence in design and

documentation, delivering construction-ready plans that meet all state and federal

standards, including Americans with Disabilities Act (ADA) compliance and American Association of State Highway and Transportation Officials (AASHTO) guidelines.

Qualifications

MINIMUM QUALIFICATIONS:

Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of appointment.

Selective Qualification: Two (2) years of experience in the design or management of highway projects.

*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Preferred Qualifications:

The ideal candidate should possess the following:

  • Engineering Proficiency: Confidence in performing and reviewing roadway design calculations-from horizontal and vertical geometry to superelevation, earthwork, traffic barrier placement, and designing sidewalks and bike facilities that truly serve all users.
  • Design and Software Savvy: knowledgeable around industry-leading guidelines like American Association of State Highway and Transportation Officials (AASHTO), Americans with Disabilities Act (ADA), Manual on Uniform Traffic Control Devices (MUTCD), National Association of City Transportation Officials (NACTO), and the Roadside Design Guide and know how to apply them to create safe, effective, and inclusive transportation solutions. Hands-on experience with MicroStation and use it to bring your design visions to life with precision and clarity.
  • Practical Design: Skilled in preparing and reviewing cost estimates that balance innovation with budget realities.
  • Contract Document Pro: Understands the full PS&E process and can prepare contract documents that are ready for advertising, bidding, and post-advertisement updates like Addenda and Redlines.
  • Exceptional Communicator: Bring's strong written and verbal communication skills to every project, making complex ideas clear and building trust with stakeholders and team members alike.

Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in the state of Maryland.

Special Requirements:

1. An applicant's current license as a Professional Engineer in a state with comparable requirements acceptable to the Maryland State Board for Professional Engineers, in the appropriate option for which application is made, will be accepted but the applicant must obtain a Maryland license within twelve (12) months of appointment. Evidence of out-of-state registration must be presented at time of appointment.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

3. Employees of the Maryland Department of Transportation assigned to especially sensitive locations or facilities may be required to obtain and maintain a special security badge.
