JOB SUMMARY

The Cook County Human Trafficking Task Force (CCHTTF) is a multidisciplinary task force that brings law enforcement, healthcare systems, legal services, and community-based victim service providers together to respond to the needs of survivors of sex and labor trafficking. The task force is a joint project of The Salvation Army STOP-IT initiative and the Cook County State's Attorney's Office. The CCHTTF is funded by the Department of Justice's Office of Victims of Crime under the Enhanced Collaborative Model to Combat Human Trafficking Task Force (ECM) program.

The mission of the task force is to:



  • Combat forced labor through seamless collaboration between law enforcement and service providers;
  • Use a victim-centered approach in proactively investigating and prosecuting human trafficking crimes; and
  • Provide comprehensive, high-quality services to all survivors of human trafficking.


The task force manager's overall role is to manage the development, growth, sustainability, and operational activities of the Cook County Human Trafficking Task force and ensure compliance with the objectives and program goals of the ECM award. The task force manager will facilitate multidisciplinary collaboration across government agencies, the nonprofit sector, and community organizations to understand and address the needs of and ensure quality service delivery to victims and survivors of human trafficking.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Coordinate and supervise the Cook County Human Trafficking Task Force (65%)



  • Guide the development and updating of task force protocols, policies, and procedures in accordance with the Multidisciplinary Collaborative Model for Anti-Human Trafficking Task Forces: Development & Operations Roadmap ("the Roadmap").
  • Oversee the leadership, objectives, and progress of-and provide support to-task force subcommittees (bimonthly/quarterly) and working groups (ad hoc).
  • Includes but not limited to: Core Team, Steering Committee, Conference Planning Committee, Law Enforcement Working Group, Child Trafficking Subcommittee, Labor Trafficking Subcommittee, Healthcare Subcommittee, and GATE (survivor leadership committee).
  • Research and maintain up-to-date resources on best practices, policies, and programs related to anti-trafficking.
  • Conduct outreach to expand task force membership.
  • Vet and onboard prospective task force members.
  • Provide peer support and conflict mediation to task force partners, as needed.
  • Develop and maintain a system for managing task force files.


Training and Outreach (15%)



  • Design and plan the annual Cook County Human Trafficking Conference.
  • Develop, provide, and facilitate outreach, public awareness, and training events for task force members.
  • Provides community specific trainings to groups such as law enforcement, medical providers, social service provides and other appropriate community groups.
  • Provide technical assistance and support to other regional and national human trafficking task forces as requested by OVC grant managers or otherwise, as time allows.
  • Orient STOP-IT Staff and new core team members to task force operations and their roles and responsibilities.


Grant Administration (15%)



  • Collaborate with the designated core team personnel and financial representatives to meet grant management and reporting obligations.
  • Collect, share, and report performance measurement data.
  • Collaborate with core team members to prepare and submit grant applications, including project narratives, budget proposals, timelines, position descriptions for task force personnel, and other supporting documentation.
  • Participate in technical assistance and training programming provided by federal funding agencies, including monthly ECM task force coordinator technical assistance meetings and meetings with the ECM task force liaison.
  • Liaise with and respond to requests for information from the Office for Victims of Crime (OVC) Grant Manager.


Agency Responsibilities (5%)



  • Maintains the STOP-IT 24/hour hotline on assigned day(s) per week, or as assigned to assist with gaps in coverage.
  • Identifies, researches, and pursues potential grant opportunities related to STOP-IT.
  • Assists with creation and development of STOP-IT program marketing including, but not limited to social media communication, blog posts, and program summaries for fundraising purposes.
  • Other duties may be assigned.
  • Studies agency policies, procedures, and programs. May contribute ideas and suggestions for change to Director with the knowledge/participation of the immediate supervisor.
  • Attends agency's general, professional, training and consultation meetings.
  • When necessary, may be asked to perform certain record-keeping functions such as creating force reports for TSA members.
  • Participates in bi-weekly supervisory conferences with the supervisor to discuss status of award objectives.


Continuing Education



  • With the supervisor's knowledge and approval from OVC grant manager, participates in professional seminars, conferences and workshops to increase professional knowledge.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES

Education: Bachelor's degree required; master's degree in human trafficking-related field preferred (e.g., public health, law, social work, public policy, or human rights)

Experience:



  • Two or more years of experience working with victims of domestic violence, sexual assault, or human trafficking, including in a criminal justice setting.
  • Two years of full-time experience in a business, community, or public agency with administrative responsibility

JOB LIMITATIONS



  • This individual will only commit Army resources that have been allocated or approved.
  • This individual will keep the Program Manager informed on all critical issues relating to their area of responsibility.
  • This individual will adhere to all policies and procedures in carrying out the responsibilities of this position.


PHYSICAL DEMANDS/WORK ENVIRONMENT



  • This position is required to do light physical work.
  • In order to successfully perform the essential functions of this position, the employee is regularly required to use standard office equipment and PC.
  • The work environment for this position includes a client service environment with a moderate to loud noise level.
  • Willingness to perform off-site activities which could include home visits, work within schools or within community agencies.
  • As this position is partially funded by the CCSAO Human Trafficking Unit, the position may co-locate once a week in the Human Trafficking Unit at the George N. Leighton Criminal Courthouse.
  • This position may be required to drive a motor vehicle, read road maps, and understand directions.
  • Maintain positive work atmosphere by behaving and communicating in a manner that fosters and maintains positive relationships with co-workers and supervisors. PERFORMANCE MEASUREMENTS



  • This individual will be evaluated on how effectively the outcomes of this position are achieved as well as the timeliness, accuracy, and completeness of accomplishing assigned goals.
  • Refers for services to any and all potential survivors in need of services as evidenced by hotline logs.
  • Will complete accurate and timely performance reports, as evidenced by submissions to the PMT and JustGrants.
  • Will spend 15 or more hours per week supporting task force subcommittee projects or meetings.
  • Conduct trafficking training with key community personnel each month as evidenced by STOP-It training tracking spreadsheet
