ITA is seeking a Director of Proposals to join the team at our Headquarters office in Newport News, VA. This is a hybrid position.



Responsibilities

The Director of Proposals will lead the end-to-end proposal lifecycle for a portfolio of Federal and select commercial opportunities, ensuring the delivery of compliant, compelling, and technically sound submissions. This role oversees proposal strategy, capture integration, and cross-functional coordination for highly technical pursuits, with particular value placed on familiarity with Small Business Innovation Research (SBIR) programs and technology-driven solutions.

Key Responsibilities:

    Lead and manage all phases of the proposal lifecycle (pre-RFP planning through submission and lessons learned) for Federal and commercial opportunities.
  • Partner with Capture Managers, Customer Solutions, and technical SMEs to shape win strategies, themes, discriminators, and value propositions aligned to customer needs.
  • Establish proposal schedules, outlines, compliance matrices, and coordinate reviewers (e.g., Pink, Red, Gold) to ensure on-time, high-quality submissions.
  • Translate advanced technologies (e.g., digital transformation, data analytics, AI/ML, engineering solutions) into clear, customer-focused proposal content.
  • Ensure proposals reflect corporate capabilities, innovation investments, and differentiators, including SBIR-developed technologies where applicable.
  • Manage Shipley-based proposal lifecycle, coordinating closely with leadership and assigned teams to ensure aligned execution of proposal strategy and ITA International's proposal process.
  • Collaborate with cross-functional teams, including technical, financial, and business development, to gather necessary information and create compelling proposals.
  • Write and edit proposal content to ensure clarity, accuracy, and persuasiveness, tailoring messaging to meet the needs of various stakeholders.
  • Implement quality assurance processes to review proposals for compliance, clarity, and overall quality before submission.
  • Oversee final production, formatting, and submission through appropriate portals and platforms.
  • Maintain effective communication with internal and external stakeholders throughout the proposal process, providing updates and gathering feedback.
  • In coordination with VP, Growth Support, analyze proposal process, best practices, tools, and continuous improvement initiatives.


Qualifications

Qualifications:

  • Bachelor's degree in Business, Communications, or a related field.
  • 8+ years of experience in proposal management, preferably within the government contracting sector.
  • Demonstrated experience managing large, multi-volume proposals and leading cross-functional teams under tight deadlines.
  • Strong knowledge of FAR/DFARS requirements, proposal compliance standards, and Government evaluation processes.
  • Exceptional writing, editing, and organizational skills with the ability to translate technical concepts into persuasive narratives.
  • Proficiency in Microsoft Office Suite, to include Teams, SharePoint, and Planner.

Desired Experience:

  • Proven experience responding to government solicitations, commercial contracts, and SBIRs.
  • Proposal and technical writing experience in support of ITA International target markets.
  • Familiarity with technical domains such as data analytics, AI/ML, digital engineering, logistics, or cyber solutions.
  • APMP certification or equivalent proposal management training.
