Brief Summary of Work for this Position
The Director of Financial Systems reports to the Associate Vice Chancellor for Finance and serves as a member of the Finance Leadership Team. The Director leads and manages the direction of the Financial Systems team and serves as a strategic collaborator with a strong technological foundation to align the development and implementation of new and existing systems and processes to improve efficiency and the delivery of financial services.
The position is responsible for planning, designing, analyzing, testing, developing, implementing, administering, maintaining, and monitoring business, program, and application processes and systems within Finance and across the campus community. The Director works closely with other Directors within Finance department to ensure financial systems support operational needs and continuously improve financial processes across the university.
The Director also maintains strong collaboration with Information Technology Services ( ITS) to support system operations, security, and integrations, while advancing Finance priorities and ensuring that financial system initiatives are appropriately supported within the university's broader technology environment.

The Director of Financial Systems:

  • Provides consulting, development, implementation, integration, maintenance, and analytical support for university financial systems, applications, and financial business processes across campus.
  • Provides strategic leadership for financial data and technology initiatives, including managing system enhancements, business process improvements, and operational efficiencies for Finance units across the university.
  • Leads and supervises the Financial Systems team responsible for ensuring effective system integration, financial reconciliation processes, data accuracy, and a high level of user satisfaction with financial systems and related services.
  • Oversees operational system management, security administration, and functional support for enterprise financial systems used across Finance departments, including but not limited to Banner Finance, Banner Student Accounts, Jaggaer e-Procurement, Emburse Chrome River travel and expense management, ePrint and document workflow tools, Argos / Evisions reporting tools, SQL Server Reporting Services (SSRS), TouchNet payment systems, Anaplan financial planning software, and other current or future systems supporting university financial operations.
  • Ensures effective coordination and integration of financial systems with Information Technology Services (ITS) and other campus partners to support system reliability, upgrades, integrations, and ongoing maintenance of financial applications and infrastructure.
  • Oversees the administration, compliance monitoring, and reporting associated with all university credit card and electronic payment transactions, including compliance with Payment Card Industry Data Security Standards (PCI-DSS) and related payment security requirements.
  • Provides oversight of university electronic commerce (eCommerce) payment platforms, including systems such as Fiserv, TouchNet, and other third-party vendors used for online payments, event registration, surveys, scheduling software, or other platforms that process payments to and remittances by the University of North Carolina Wilmington and its affiliated entities.
  • Works closely with members of the Finance Leadership Team to ensure financial systems effectively support institutional priorities, financial operations, reporting needs, and strategic initiatives.

Minimum Education and Experience Requirements

  • Masters degree and 1 year of experience or a Bachelors degree in a discipline related to the area of assignment and 3 years experience
  • 2 or more years of supervisory experience
  • All degrees must be received from appropriately accredited institutions

Preferred Education, Knowledge, Skills & Experience

  • 3 or more years experience implementing and/or supporting financial systems in a Higher Education setting.
  • 3 or more years experience as a business analyst supporting Finance applications such as Banner Finance or other financial ERP systems.
  • Project Management Certification or demonstrated success leading complex projects.
  • Proficiency with a variety of technologies used in a large business operation (SSO, Document Management, electronic forms and workflows etc..), including an understanding of how these technologies intersect with Finance applications.
  • Strong knowledge of financial services technology, systems, and processes.
  • Knowledge of state and federal regulations and policies, with the ability to interpret and apply requirements related to financial and technology compliance, including but not limited to Governmental Accounting Standards Board (GASB) standards, Generally Accepted Accounting Principles (GAAP), financial, procurement, and information technology audit requirements, Federal Trade Commission (FTC) regulations, Payment Card Industry Data Security Standards (PCI-DSS), Personally Identifiable Information (PII) data protection standards, and Health Insurance Portability and Accountability Act (HIPAA) standards related to research activities.
  • Outstanding written and verbal communication skills, including the ability to influence others and provide clear instruction.
  • Project management skills and ability to work under pressure, multi-task, organize/prioritize work, manage projects from start to finish, and meet deadlines.
  • Detail-orientated skill set with an emphasis on accuracy, coupled with the ability to see the larger picture and create broad-based solutions.
  • Ability to exercise discretion, use good judgment, maintain confidentiality, and handle sensitive information.
  • Ability to use analytical and critical thinking skills and a diagnostic approach to problem solving.

Primary Purpose of Organizational Unit
The Business Affairs Division oversees a broad range of administrative and operational functions at the University of North Carolina Wilmington, including procurement, financial affairs, physical resources, capital management, safety and security services, building management and construction, information technology services, and auxiliary services.
Within this division, the Finance team supports the University's mission and strategic goals by delivering key financial services efficiently and effectively to students and the broader campus community. The Associate Vice Chancellor for Finance ( AVCF) leads the university's financial operations, which include the Controller's Office (Financial Reporting, General Accounting, Fixed Assets, Payroll, Accounts Payable, Travel, Non-Student Billing), as well as Student Accounts and Cashiers, Budget, Financial Systems, Tax, Financial Analytics, and Purchasing.
The Financial Systems unit supports the technology infrastructure that enables the university's financial operations. The unit is responsible for managing, integrating, and optimizing financial systems and applications used across campus to ensure efficient business processes, reliable financial reporting, and strong internal controls.
