The Joint, Office of the Secretary of War, Interagency Division provides expert support services to a range of customers spanning across the Department of War, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

The Acquisition and Technology Analysis Group within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the Department of War (DoW). These clients include the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)), Office of the Under Secretary of War for Acquisition and Sustainment (OUSW(A&S)), DARPA, the Joint Staff, and USINDOPACOM. SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively.Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future.

We have a current need for an NC3 Acquisition Program Analyst to provide onsite support at the Pentagon in Arlington, VA.


Responsibilities

The NC3 Program Analyst will support the Nuclear Command, Control, and Communications team within the Office of the Assistant Secretary of Defense for Nuclear Deterrence, Chemical, and Biological Defense Policy and Programs. The analyst will provide technical leadership and analysis to evaluate and integrate NC3 indications and warning and situation monitoring capabilities, applying knowledge of current Integrated Tactical Warning and Attack Assessment systems, their capabilities, and their limitations. The role will coordinate with program sponsors, Department of War NC3 program leadership, and other key stakeholders while supporting the integration of investment portfolios, critical development paths, and mission analysis across the NC3 enterprise. The analyst will assess capabilities against traditional and emerging threats, monitor nuclear threat monitoring research and engineering investments, and promote the timely delivery of high quality technical products using sound engineering practices. The analyst will also prepare senior leaders for engagements by developing briefing books, read ahead memoranda, decision materials, and other executive products that clearly synthesize complex technical and programmatic information.


Qualifications

Required:

  • Master's degree
  • 5+ years experience with DoW acquisition process (PPBE, DoDI 5000.02)
  • Experience with capability portfolio management
  • Ability to synthesize information into papers, briefings, and presentations for senior DoW leaders
  • Experience writing for and presenting to senior DoW decision makers; demonstrated organizational, analytical, and writing skills
  • Active TS/SCI clearance
  • Able to work fully onsite based on client needs

Desired:

  • PMP Certification or DAWIA Program Management Certification
  • 8+ years of experience on tasks associated with Indications and Warning, NC3 Integrated Tactical Warning and Attack Assessment, Ballistic Missile Defense, DoW Space or Ground Based Sensor Systems
  • Experience conducting technical and programmatic analysis of DoW Nuclear Command, Control, and Communications (NC3) systems and programs
  • Knowledge of NC3 mission, concept of operations, roles and relationships across DoW PhD in Computer Science, Electrical Engineering, or a related field
  • Experience working with OSW, Joint Staff, and/or Service-level staffs

Pay Range Information

Salaries are commensurate with experience and qualifications, as well as market and business considerations. Virginia, Pay Transparency Salary range: USD $160,000.00/Yr. - USD $205,000.00/Yr.
