About Department 411 - Life Cycle Support Programs

Life Cycle Support Programs is the program office for the Hull Planning Yard. In this capacity we are responsible for administering both the OMNIBUS and Spare Parts BOA contracts that provide life cycle support for all active duty submarine classes. We oversee tasking to design system updates and upgrades, maintain configuration control, provide Integrated Logistics Support documentation, kit and manufacture shipboard alteration packages as well as deliver spare parts to the naval supply system.

Role Overview

Department 411, OMNIBUS Programs, is seeking a Program Representative to join our team.

The Program Representative will work on the OMNIBUS Contract supporting VIRGINIA, OHIO, SEAWOLF and 688 delivered ships. This role involves heavy collaboration with NAVSEA funding sponsors, Finance, Planning, Engineering and both internal and external management. The successful candidate will work closely with leadership to ensure the proper metrics and discussions are in place to effectively manage the OMNIBUS Program.

As the cognizant Program Office, the candidate will be responsible for the successful execution of the OMNIBUS contract. The candidate will have the opportunity to drive change contract wide to ensure we're operating as efficiently and effectively as possible in our support of the Submarine In-Service Fleet. In this role, the successful candidate will serve as the central point of integration, balancing technical, cost, schedule, and contractual considerations while ensuring alignment with our customer, NAVSEA's, priorities. This position carries a high level of ownership and visibility and plays a critical role in fleet readiness and the long-term success of the OMNIBUS program.

The candidate must be able to work independently on various projects at a time. Assignments will range from high priority, quick turnaround Fleet Urgent type requests to long term, creative problem solving. The candidate must be very organized, procedurally compliant, possess excellent written and verbal communication skills as well as strong presentation building skills. The successful candidate will be a self-starter and skilled at driving tasks to completion by forming positive collaborative relationships. Critical thinking skills in dealing with ambiguous tasking and learning on the go are essential.

Key Responsibilities

    Develop creative solutions to cross-functional, Program level issues
  • Prepare, submittal and management of Planning Yard / Fleet Support tasking
  • Coordinate with Planning Yard personnel in proper tasking and funding for emergent fleet issues
  • Ensure all efforts fall within the bounds of the current contract
  • Drive tasking to completion in a timely and cost-effective manner
  • Create and present briefs to both internal and external leadership
  • Ensure the successful execution of the OMNIBUS Contract


Qualifications

Required

  • Associates degree
  • 2+ years' experience in program management, project management, finance, logistics or planning
  • Experience with MS Office
  • Ability to obtain and maintain a DoD Secret clearance

Preferred

  • Experience working with project management tools such as Artemis
  • Experience owning or tasking work
  • Previous experience working within the Life Cycle Support directorate
  • Experience with Technical Instruction (TI) Task Management
  • Experience with formal correspondence with NAVSEA
  • Microsoft Power BI Experience
