Position Title: Functional Requirements Analyst III - Agile

Position Purpose

The Functional Requirements Analyst III supports the JTMS Joint Program Office (JPO) by facilitating Working Integrated Process Teams (WIPTs), backlog refinement, and Agile governance processes while maintaining end-to-end requirements traceability. Additionally, the role supports Chief Scientist functions by evaluating requirements for technical feasibility, architectural alignment, and readiness for SAFe execution. The position requires balancing functional, technical, and financial perspectives to ensure JTMS capabilities are integrated, auditable, and aligned with enterprise delivery objectives.

Key Responsibilities

  • Manage and refine epics, capabilities, features, and user stories within Government-provided backlog tools
  • Perform backlog refinement through research, analysis, and stakeholder engagement
  • Maintain end-to-end traceability from user needs through decomposition and implementation
  • Support SAFe Agile processes including sprint planning, backlog prioritization, and ART-level coordination
  • Ensure requirements are structured for SAFe execution and enterprise ERP integration
  • Evaluate requirements for technical feasibility, architectural alignment, and implementation readiness
  • Plan, organize, and facilitate multiple concurrent WIPTs, workshops, and working groups
  • Produce and distribute meeting minutes, action items, and decision documentation
  • Coordinate bi-weekly updates and ensure closure of action items across stakeholder groups
  • Support governance forums including CCBs, RRBs, and Agile ceremonies
  • Produce briefings, reports, and status updates for senior leadership

Required Qualifications

  • Active SECRET clearance
  • Bachelor's degree or equivalent experience
  • 5-8+ years of experience in functional requirements analysis, BPR, or systems analysis
  • Experience supporting DoD logistics, transportation, or financial management environments
  • Demonstrated ability to independently manage multiple concurrent requirements efforts
  • Experience facilitating WIPTs and cross-functional stakeholder engagements
  • Experience with Agile/SAFe methodologies and backlog management tools
  • Strong analytical, facilitation, and communication skills

Preferred Qualifications

  • Knowledge of DOTMLPF-P analysis and BPR methodologies
  • Familiarity with JDDE and Defense Transportation System operations
  • Experience supporting SAFe governance (ARTs, CCBs, RRBs)
  • SAFe Agilist (SA), SAFe Practitioner (SP), or equivalent certification
  • Experience with requirements/tools such as Jira, Confluence, or government-provided equivalents
