Job Family Description

Procurement personnel perform supply chain and logistics functions, which may include, but are not limited to, material and service procurement, production planning, outsourcing, vendor selection, expediting, and distribution. They create integrated processes among internal functions such as operations, purchasing and logistics, and outside suppliers. They establish key performance metrics and benchmarks relating to supply chain planning/forecasting to measure actual performance against goals.

Discipline Description

Procurement roles oversee the end-to-end process of planning, sourcing, and delivering products or services to customers. Professionals in these roles ensure the efficient flow of goods, services, information, and finances across the entire supply chain network, from suppliers to customers.

Some Typical Duties & Responsibilities Include:

* Execute Strategic Plans: Implement sourcing strategies in strategic plans defined by Category Managers. Assigned Primary Categories to work and then secondary Categories for support (Ex: Per above diagram, 1 SS will be assigned to work Institutional Safety & Equipment and Safety & Wellness, and support Office and IT as needed. The other SS will be assigned Office and IT, and support work Institutional Safety & Equipment and Safety & Wellness as needed.
* Sourcing Process Management: Manage the full sourcing process, including preparing and issuing RFPs/RFQs, evaluating bids, and negotiating pricing and terms.
* Agreement Awarding: Award agreements in compliance with category strategic plans and organizational policies.
* Collaboration: Work with Category Managers to clarify requirements and ensure strategic alignment. Provide feedback from sourcing agreement process sharing supplier support during solicitation and any concerns suppliers had with items on bid list.
* Documentation: Maintain and upload to file comprehensive sourcing documentation and records for transparency and traceability.
* Cost Savings: Identify and realize potential cost-saving opportunities and efficiencies.
* Transition Support: Facilitate the handover of awarded agreements to Agreement Buyers for ongoing management.

Required Qualifications

* Bachelor's degree in relevant field plus at least two years of experience (YOE) in a relevant role, OR Master's degree in relevant field
* Equivalencies to experience and education requirements will be considered

Bachelor's degree in supply chain, business administration, procurement, or a related field preferred. Business/SCM-related experience preferred. Three+ years' experience in procurement, sourcing or related field delivering similar job outcomes preferred. Knowledge of concepts, methods, standards, and practices of contracts management in a Government contracting environment. Preferred candidate has an understanding and working knowledge of the Federal Acquisition Regulation (FAR) and other federal contracting principles, laws, regulations, and procedures, to include specifically the Service Contract Act. Possessing thorough understanding of sourcing methodologies, procurement processes, and contract management. Also possessing strong analytical, negotiation, communication, organizational, technical, and problem-solving skills is preferred. Candidate has high level of attention to detail and strategic thinking. Knowledge of long-term agreements and its administration, supply commodities, and strategic relationships. Possess experience in negotiation techniques, cost/price analysis, and market research. Be adept at following and applying internal procedures and policies, and to ensure file compliance. Experience in evaluating agreement types to include Fixed Price, Cost Reimbursement, Time and Material, Blanket Order Agreements, and others for determining which type is most relevant to the category. Demonstrate strong oral and written communication skills and maintains ability to resolve complex problems. Possess the ability to perform to meet demanding deadlines in a contingency operations environment.

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug & alcohol test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance.
