Description

Salary range is $66k to $170k with a midpoint of $118k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

Under general direction of the Manager, EAMS Administration, this position provides a third tier of service to asset management organizations within Operations. This position will be responsible for ensuring that the business units that manage and maintain assets are supported in the critical process of attaining, recording, maintaining and, to the extent possible, standardizing asset related information. The person in this role is expected to drive business units to align their asset information needs to strategic priorities by identifying the necessary asset information that will lead to continuous improvement opportunities and ultimately, business transformation. They will do this by leading and facilitating business units in strategic alignment, business analysis, and process evaluation. They will be the single point of accountability working with the business units on their assigned functional capability and are responsible for change management and project management support to the business units that are executing projects to improve or achieve standardization.

ESSENTIAL FUNCTIONS:

  • Utilize the Strategic Asset Management Plan and the Business Capability Model to identify agency-wide asset management priorities and determine how the information measuring progress towards these priorities might best be incorporated into EAMS.
  • Facilitate and drive business units to find and exploit opportunities for improvement, and collaboratively develops and implements, policies, procedures, and process change recommendations required for successful EAMS performance.
  • Identifies essential data streams, from cradle to grave, and documents and assesses those streams for opportunities for improvement that contribute to asset management functionalities such as State of Good Repair, Reliability, Investment planning, maintenance program improvements, and regulatory compliance.
  • Lead the Agency's collective EAMS knowledge, identifying and helping to resolve the challenges related to the attaining, recording, maintaining, reporting, and analyzing information in EAMS in order to advance asset management priorities and provides transparency through effective reporting on the status and risks associated with the advancement of said efforts.
  • Ensure effective communication and collaboration occurs among stakeholders with diverse viewpoints and drives consensus and acceptance of proposed solutions.
  • Responsible for one of many functional areas of responsibility identified as essential for standardized provision of asset management functionalities throughout the agency (i.e. work order and service request management, inventory and warranty management, asset and preventative maintenance structure management.
  • Develop training materials for EAMS users and teach basics of asset management best practices within the assigned functional area of responsibility.
  • Provides consultation services to agency-wide customers and stakeholders as a subject matter expert of the asset management software, as well as business processes related to the same.
  • Implements and configures functional EAMS solutions based on business objectives and requirements.
  • Responsible to map and measure current state business processes and "readiness" of asset management business units to implement proposed processes that support standardized and compliant usage of asset management best practices.
  • Forge relationships and build bridges with employees and leadership at every level of the organization, promoting and building understand of the agency's shared vision and asset management goals, and how proper standards development can support these.
  • Support the EAMS Administration's service level agreement obligations on an as needed basis when priorities would allow.
  • Champion and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in IT, Business Administration, Project Management or closely related field. Five years of experience working on a large scale software system focused on asset management, along with experience in business analysis which includes designing and documenting detailed process flows, performing quality assessment and assurance functions, managing and planning business process improvements, and project management; Or an equivalent combination of education and experience.

  • Explains complex technical solutions to technical and non-technical audiences.
  • Expert understanding of databases and how to utilize them to perform valuable analysis that drives decision making.
  • Prepares and document requirements, solution diagrams, flowcharts, layouts, and test plans.
  • Facilitation of decision making with high numbers of diverse stakeholders.
  • Formal and Informal requirements gathering.
  • Intermediate/Expert level presenting skills at all audience levels within an organization.
  • Business planning and organizational workflow identification.
  • Principles of research and analysis.
  • Pertinent state and federal regulations; Agency policies, procedures, rules, and regulations.
  • Extensive knowledge of continuous improvement practices and change management techniques.
  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Principles of research and analysis.
  • Principles and procedures of record keeping.
  • Project management techniques and principles, including quality assessment and assurance, change assessment, and resource planning.
  • Modern office procedures, methods, and equipment including computers and remote working technologies, such as Teams, Outlook, etc.
  • Excellent oral and written communication skills and effective presentation skills, both in-person, and remotely.
  • SQL data mining skills with the ability to connect to SQL servers, write ad hoc queries, and extract data from highly complex relational databases.
  • Understanding of overall SharePoint functionality and experience with team site development.
  • Experience utilizing ServiceNow and operating within basic ITIL service provision structures.
  • Utilizing personal computer software programs affecting assigned work.
  • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.
  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Group facilitation and discussion techniques.
  • Applying advanced project management and program development techniques and principles.
  • Performing business process analysis.
  • Understanding and interpreting end user requirements.
  • Developing quality control techniques related to final product completion.
  • Recognizing, Planning, implementing, completing, and reporting on progress of work assignments, to include ad hoc assignments, projects, and daily tasks as appropriate.
  • Using professional and/or technical concepts to perform assigned duties and solve problems.
  • Research and citing sources in determine solutions or recommendations.
  • Managing multiple tasks, setting objectives/goals, and re-prioritize work to meet changing deadlines and priorities.


Preferred Knowledge and Skills:



  • Knowledge and experience of Enterprise Asset Management Systems in an administrative or management role.
  • Presenting and public speaking skills to communicate complex topics and opportunities to a diverse audience at all levels of the organization.

  • Work is performed in a standard hybrid office environment.
