THE POSITION

The Department of Community and Economic Development is looking to hire a Weatherization Specialist 2 for the Weatherization Assistance Programs Office. In this position, you will be responsible for overseeing the technical aspects of the Weatherization Assistance Program (WAP) and the Low Income Home Energy Assistance Program (LIHEAP). DESCRIPTION OF WORK

In this position, you will be responsible for conducting on-site technical monitoring of the Weatherization Assistance Program (WAP) and the Low-Income Home Energy Assistance Program (LIHEAP), as well as the HOME program at various subgrantee locations across the Commonwealth. Your main goal will be to ensure compliance with technical regulations, departmental policies, and the overall quality of work. You will prepare written reports detailing your findings and recommendations for review and necessary corrections. Additionally, you will inspect weatherized units and ongoing work in individual homes, adhering to the Standard Work Specifications for WAP and LIHEAP, along with federal requirements for HOME and Community Development Block Grant programs. Utilizing data from the Hancock Software system, you will assess the effectiveness and efficiency of the WAP and LIHEAP programs, providing insights to agencies or your supervisor. You will also act as the primary contact for local agencies to obtain essential equipment and resolve technical issues related to weatherization or LIHEAP implementation.
Furthermore, you will contribute to the development and execution of technical aspects of new program policies or special projects as needed, and oversee the inventory of WAP vehicles and equipment, including transfers and disposals. Lastly, you will review subgrantee client files for WAP and other federal programs to ensure compliance with federal regulations and departmental policies, focusing on file completeness, accessibility, and organization.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS: Minimum Experience and Training Requirements:
- One year of experience as a Weatherization Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration): or
- Two years of experience planning, directing, or coordinating activities of a local weatherization program for a state, county, municipality, private non-profit corporation, or other organizations providing weatherization services; or
- Two years of tradework experience in carpentry, HVAC, or weatherization projects and two years of experience in contract management, materials and equipment management, managing construction/rehabilitation inspections of buildings, or closely related work. Nine college credits in architecture or engineering, or completion of post-high school education in building science, carpentry, or HVAC may be substituted for one year of the tradework experience. Graduation from a four-year college may be substituted for two years of the non-tradework experience; or
- Any equivalent combination of experience and training.
Other Requirements:
- You must obtain a certified Quality Control Inspector (QCI) certification within 1-year of hire
