DESCRIPTION OF WORK

As Chief Product Officer, you will be responsible for planning, coordinating, administering, and supporting of all PUC applications, reporting solutions, and project management staff. This position also assists the Chief Information Officer (CIO) in the decision making of PUC's information technology policies. You will participate in providing executive leadership and strategic vision for all application development, enterprise data management, business intelligence/reporting, and Project Management Office (PMO) functions, ensuring full alignment with organizational goals, digital transformation initiatives, and business priorities. Work involves creating and maintaining project runways, overseeing the end-to-end software development lifecycle, and leading analytics personnel in defining and executing the enterprise data strategy, all to drive innovation, scalability, and measurable business value for PUC initiatives. This includes establishing and maturing standardized project governance frameworks, portfolio management processes, resource allocation, risk management, and delivery methodologies to ensure on-time, on-budget, and high-quality project outcomes.

You will also be responsible for managing our team's full technology project and program portfolio while building, mentoring, and leading high-performing multidisciplinary teams as well as building partnerships with a variety of stakeholders to gather requirements, translate business needs into technical solutions, and ensure technology initiatives deliver exceptional user experiences. Additional duties include managing and optimizing budget and IT procurement; establishing standards to measure team, technology, and project performance; and ensuring compliance with all best practices, security, regulatory, and other standards

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch. This is a high level decision-making position and the incumbent must be reachable and available at all times during emergencies.
  • Telework: Part-time work from home (telework) may be a potential feature of this position. The successful candidate is required to report to the headquarters worksite daily, unless the employee meets eligibility requirements and telework has been approved. Management may discontinue any telework arrangement at any time, for any reason. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg, Pennsylvania.
    • To be eligible to participate in telework, the employee's alternate (telework) worksite must meet the following requirements:
      • Within a reasonable travel distance of headquarters; and
      • Within the Commonwealth of Pennsylvania.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Information Technology Generalist Administrator 2, Database Administrator 2, Data Administrator 2, Applications Developer Administrator, Network Administrator 2, or Information Security Specialist 3 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of technical information technology experience including two years of administrative information technology work, and a bachelor's degree; or
  • An equivalent combination of experience and training including two years of administrative information technology work.

Other Requirements:

  • You must possess a Microsoft Azure Fundamentals Certification.
  • You must possess a Microsoft Database Administrator Certification.
  • You must possess one or more years of full-time professional experience managing multiple large scale IT infrastructure projects.

  • You must be able to perform essential job functions.
