THE POSITION

The Bureau of Talent Planning & Development, Agency Learning Division is searching for a Section Chief to supervise a team responsible for providing a full range of instructional design and facilitation services to customers. DESCRIPTION OF WORK

As an Agency Learning Section Chief, you will lead and supervise a team of professional trainers delivering comprehensive learning and development services to assigned agencies. You will be responsible for conducting independent training needs analyses using consultations, surveys, focus groups, interviews, and data review, to identify competency gaps and align learning strategies with agency goals and business outcomes. Work involves designing, developing, and delivering customized training programs using adult learning principles, including instructor-led and virtual formats, as well as creating supporting materials such as objectives, presentations, guides, and participant resources. You will also have the opportunity to serve as a key consultant on training solutions, including out-service opportunities, and collaborate with agency training offices and internal partners to ensure a coordinated, enterprise-wide approach. Additional responsibilities include:

  • Evaluating training effectiveness through pilots, feedback, and course assessments
  • Partnering with agencies to develop annual training plans that outline learning priorities, schedules, resources, and evaluation methods
  • Ensuring vendors are in compliance with contract requirements
  • Overseeing administrative and operational aspects of training programs
  • Promoting high-quality customer service and continuous improvement in learning initiatives

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch. Work schedule may be negotiable. AWS (alternate work schedule) by be available upon successful completion of a probationary period.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Human Resource Analyst 3 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Four years of analytical experience that includes three years of professional human resource experience, and a bachelor's degree; or
  • An equivalent combination of experience and training.

Other Requirements:

  • This particular position also requires possession of a current driver's license which is not under suspension.
