Overview
Government & Policy Intelligence Manager monitors, analyzes, and communicates federal and state policy developments that impact Cotiviti's business and product portfolio. This role serves as an "outside-in" intelligence function, bringing legislative, regulatory, and policy insights into the organization to inform product strategy and commercial positioning. This is not a lobbying role; the focus is on intelligence gathering, analysis, and strategic communication to internal stakeholders.
Responsibilities
Legislative & Regulatory Monitoring
Track federal legislation affecting Medicare Advantage, risk adjustment, quality measurement, and healthcare technology.
- Follow state-level Medicaid managed care regulations, quality requirements, and healthcare policy initiatives.
- Track emerging policy trends such as prior authorization reforms, price transparency, and value-based care regulations.
- Analyze proposed legislation (e.g., UpCode Act) and assess potential impacts on Cotiviti's products and customers.
Policy Analysis & Impact Assessment
- Prepare executive briefings, policy summaries, and impact assessments for leadership and product teams.
- Develop scenario analyses for major regulatory changes affecting risk adjustment and quality operations.
Stakeholder Engagement
- Translate complex policy language into business implications and actionable recommendations.
- Build relationships with industry associations (AHIP, RISE, ACHP) to gather early intelligence on policy developments.
- Monitor Congressional hearings, CMS listening sessions, and regulatory comment periods relevant to the business.
- Coordinate Cotiviti's participation in regulatory comment processes when strategically appropriate.
- Represent Cotiviti at policy conferences and industry forums focused on healthcare regulation.
Internal Communication & Collaboration
- Provide regular policy updates to Product, Sales, and Executive teams through structured briefings.
- Collaborate with Product Management to translate regulatory changes into product roadmap requirements.
- Support Marketing & Sales teams with compliant messaging and positioning in response to policy changes.
- Partner with Legal and Compliance on regulatory interpretation and risk assessment.
- Complete all responsibilities as outlined in the annual performance review and/or goal setting.
- Complete all special projects and other duties as assigned.

Qualifications
- Bachelor's degree in Public Policy, Political Science, Healthcare Administration, Regulatory affairs, government programs, or related field.
- 5-7 years of experience in healthcare policy, government affairs, or regulatory analysis.
- Strong understanding of Medicare, Medicaid, and ACA regulatory frameworks.
- Experience tracking and analyzing federal and state healthcare legislation.
- Demonstrated ability to synthesize complex policy information into clear, actionable insights.
- Excellent written and verbal communication skills for diverse audiences.
- Strong organizational skills with ability to manage multiple policy areas simultaneously.
Preferred Qualifications
- Master's degree in Public Policy, Health Policy, or JD.
- Experience at CMS, HHS, Congressional health committee, or state health agency.
- Background in healthcare technology, health plans, or healthcare consulting.
- Familiarity with risk adjustment policy, quality measurement regulations, and interoperability standards.
Cognitive/Mental Requirements
- Master's degree in Public Policy, Health Policy, or JD.
- Experience at CMS, HHS, Congressional Health committee, or state health agency
- Background in healthcare technology, health plans, or healthcare consulting.
- Familiarity with risk adjustment policy, quality measurement regulations, and interoperability standards.
- Existing relationships with healthcare policy stakeholders and industry associations.
Physical Requirements and Working Conditions
- Must be able to provide high-speed internet access/connectivity and office setup and maintenance.
- Must be able to provide a dedicated, secure work area.
- Remaining in a stationary position, often standing or sitting for prolonged periods.
- Repeating motions that may include the wrists, hands and/or fingers.
Base compensation ranges from $75,000 to $110,000 per year. Specific offers are determined by various factors, such as experience, education, skills, certifications, and other business needs.
