The Senior HIM/Medical Records Tech is primarily responsible for planning, organizing, and overseeing the record retention and the release of information of more advanced/complex requests for closed UHS behavioral health facilities in accordance with applicable laws and regulations and for providing training, coaching and guidance to new HIM/Medical Records Techs.

Key Responsibilities include:

  • Acts as a resource and provides training and coaching to new department employees on policies, procedures and current systems used to support all aspects of release of information and records management.
  • Maintains a thorough knowledge of current federal laws and regulations (HIPAA, FERPA, etc.) as well as multiple state laws and facility policies and procedures with respect to fee structures and to the release of protected health information and the release of other types of information.
  • Collaborate with manager to develop guidelines and best practices that increase department compliance, efficiency and productivity, and assist in developing and/or revising policies and procedures related to release of information.
  • Acts as backup to Records Project Leader on facility close-out project team meetings/calls.
  • Retrieves and processes the more advanced/complex requests for records (including but not limited to medical, educational, personnel, etc.) for UHS closed behavioral health facilities validating the appropriateness of each document for the fulfillment of the request.
  • Safeguards and protects the patient's right to privacy by ensuring that only authorized individuals
  • have access to the patient's medical information and that all releases of information are in compliance with the request, authorization, company policy and federal and state regulations.
  • Works closely with the UHS Legal and Risk Departments on all subpoenas and court orders for records before releasing any information and acts as SME for the department on requests involving subpoenas and court orders.
  • Responds timely and professionally to inquiries from all sources including but not limited to healthcare facilities, attorneys, law enforcement agents, government agencies, patients or their authorized representatives.
  • Performs quality checks on all work to assure accuracy of the release, confidentiality, and proper invoicing.
  • Maintains the Accounting of Disclosures log as outlined in federal and/or state laws and company policies.
  • Attends and participates in required educational training and meetings as scheduled and assigned.
  • Performs other functions incidental to release of information and records management activities.

Qualifications

Position Requirements:

  • Maintains a thorough knowledge of current federal laws and regulations (HIPAA, FERPA, etc.) as well as multiple state laws and company policies and procedures with respect to fee structures and to the release of protected health information and the release of other types of information.
  • Must have a working knowledge of both manual and automated records and information management processes and related document management technologies.
  • Proficient with Microsoft Office applications. A minimum of 5 years of experience in records administration, medical records and/or health information required.
  • Skills: Detail oriented; strong problem solving, time management and organizational skills; strong written and verbal communication skills; ability to multitask with a high degree of accuracy. Demonstrated ability to adapt to rapidly changing priorities. Ability to handle confidential and sensitive information. Self-motivated and able to work independently.
