DESCRIPTION OF WORK

This position plays a vital role in developing, analyzing, and coordinating complex procurement activities that support agency operations and emergency response needs. Within this role, you will ensure that purchases, contracts, and sourcing strategies are in consistent alignment with Commonwealth policies and meet program requirements. As a Procurement Specialist 2, you will perform the following duties:
- Procurement Actions: Initiate purchases, review bids, and prepare contract documents for supplies, services, and equipment
- Policy Compliance: Apply Commonwealth procurement rules, supplier relationship management (SRM) functions, and purchasing card directives to daily tasks
- Stakeholder Communication: Coordinate with staff, vendors, and partners throughout the acquisition process
- Contract Analysis: Evaluate proposals, negotiate terms, and recommend procurement methods for complex contracts
- Program Support: Provide guidance on procurement policies and support counties and programs using COSTARS and related resources
- Emergency Readiness: Review urgent procurement requests and participate in emergency operations when assignments arise

- Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- In the event of an emergency/disaster situation or training exercise, this position may be required to travel, work up to 12-hour shifts, and work outside of the normal work hours, including weekends and overnights.
- Free and secure on-site parking.
- Telework: You may have the opportunity to work from home (telework) part-time upon successful completion of the training period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year of experience as a Procurement Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- One year of professional experience performing contract management work; and a bachelor's degree in business, supply chain, logistics, project, or operations management, or a related field; or
- An equivalent combination of experience and training.
