HJF is seeking a Data Manager III - SAFEGUARD Project to manage and coordinate all aspects of the data management process in support of research activities within the Program. Responsibilities include study planning, development of data collection instruments, coordination of other study team member activities, development and maintenance of the data management plan, data entry guidelines and coding manuals, generation and distribution of reports and data forms, data validation and data clarification resolution, and site training as needed for specific studies.

Project Summary: The Suicide Avoidance Focused Enhanced Group Using Algorithm Risk Detection (SAFEGUARD) research initiative will use machine learning and predictive analytics to identify soldiers at greatest risk for suicide, and deliver targeted interventions, trainings, and psychoeducation programs aimed at mitigating risk for suicide and other harmful behaviors. SAFEGUARD consists of three projects - Life Skills, Life Force, and Pathfinding - that will evaluate the effectiveness of three different targeted interventions.

This position will be in support of the Department of Psychiatry / Center for the Study for Traumatic Stress.

The Center for the Study of Traumatic Stress (CSTS) is one of the nation's oldest and most highly regarded, academic-based organizations dedicated to advancing trauma-informed knowledge, leadership and methodologies. The Center's work addresses a wide scope of trauma exposure from the consequences of combat, operations other than war, terrorism, natural and human-made disasters, and public health threats as well as risk and protective factors associated with suicidal behaviors. CSTS is a part of our nation's federal medical school, Uniformed Services University (USU), and its Department of Psychiatry. These affiliations represent the Center's history, mission and future directions as a major contributor to our country's understanding of the impact of trauma and the advancement of trauma-informed care.

The Department has active research programs in the Basic and Clinical Sciences and Neurosciences. In addition to intramural research projects, the Department maintains active research funded by the National Institute of Mental Health, National Institute of Drug Abuse, National Science Foundation, the Department of the Army and the Department of the Air Force. The department has ongoing collaborations with the Walter Reed Army Institute of Research, is sponsor of the Center for the Study of Traumatic Stress and provides psychiatry residency training through its affiliations with Walter Reed National Military Medical Center, National Naval Medical Center and Malcolm Grow Air Force Medical Center and the National Capital Area Graduate Medical Education Consortium.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine.   • Leads the design, implementation, and maintenance of data pipelines to make high-quality data accessible to scientists, programmers, and other end users.
  • Designs and develops parsers and ETL processes to extract, transform, and load data from JSON payloads and other formats originating from FHIR, HL7, and other healthcare data standards.
  • Establishes procedures for combining and standardizing data from multiple systems into unified formats to support storage, analysis, reporting, and visualization.
  • Serves as a subject matter expert on data management best practices, recommending operating methods to improve processing, distribution, data flow, collection, and database editing procedures.
  • Oversees data quality frameworks; tests data to identify integrity issues, defines remediation plans, and coordinates with analysts and IT personnel to implement solutions.
  • Troubleshoots complex problems concerning data quality, validity, and access; communicates findings and resolutions to stakeholders and end users in a clear, actionable manner.
  • Champions adherence to data governance, HIPAA regulations, and other applicable policies and standards when handling sensitive health and administrative data; contributes to development and refinement of internal data policies.
  • Leads the development of analytic datasets and constructs predictor variables for the development, validation, and monitoring of risk models and other advanced analytics.
  • Performs and oversees advanced statistical analyses (e.g., generalized linear and mixed models, longitudinal modeling, survival analysis, causal inference, RCT and quasi-experimental designs).
  • Designs, implements, and interprets statistical models; communicates results and implications to technical and non-technical audiences.
  • Provides strategic statistical support and consultation throughout the lifecycle of studies, including protocol review, study design, power calculations, analysis planning, and interpretation.
  • Prepares and reviews statistical analysis plans, summaries, and reports for presentations, publications, and briefings to leadership.
  • Supervises/mentors and oversees junior analysts/biostatisticians, providing guidance on methods, coding practices, documentation, and quality control.
  • Collaborates cross-functionally with clinical, operational, and technical teams to prioritize data and analytics needs and align deliverables with organizational goals.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Education and Experience

  • Bachelor's Degree in Biostatistics, Statistics, Data Science, Epidemiology, Computer Science, or a related quantitative field. Master's Degree preferred.
  • Minimum of 6-8 years experience in data management and statistical analysis, preferably in healthcare or public health required.

Required Knowledge, Skills and Abilities

  • Advanced expertise in data cleaning, transformation, and ETL techniques for large, complex healthcare datasets required.
  • Strong proficiency in SQL for database querying, optimization, data modeling, and performance tuning required.
  • Demonstrated ability to design automated workflows and develop scripts for data extraction, validation, and reporting.
  • Extensive experience with statistical modeling (e.g., regression, survival analysis, longitudinal models, predictive modeling, and model validation).
  • Strong hands-on skills with MS SQL Server, SAS, and Excel.
  • Ability to code in one or more of SQL, SAS, R, Python, and/or Stata for data management and statistical analysis.
  • Proven ability to investigate complex data issues, conduct root-cause analyses, and drive remediation activities to completion.
  • Familiarity with healthcare data standards and code sets, including FHIR, HL7, ICD-10, and CPT.
  • Familiarity with military or federal healthcare data sources and related data structures.
  • Experience with cloud-based data platforms and services (e.g., AWS Redshift).
  • Commitment to data privacy, security, and ethical use of health data.
  • Ability to obtain and maintain a T1/Public Trust background check.

Physical Capabilities

  • Ability to stand or sit at a computer for prolonged periods.

Compensation

  • The annual salary range for this position is $77,600 - $125,000. Actual salary will be determined based on experience, education, etc.
