Job Description

CRDF Globalseeksan experienced and agile Business Development (BD) Recruiter to support strategic growth efforts across the organization. The BD Recruiter will partner closely with Business Development, Capture Managers, Technical Leads, and operational leadership toidentify, engage, and recruit highly qualified personnel for complex U.S. Government-funded proposals and programs. This role will play a critical function in helping CRDF Global compete for and win large international programs funded by agencies such as the U.S. Department of State, Department ofWar, and other federal customers.

The ideal candidate is an experienced recruiter who understands the pace, urgency, and complexity of international capture and proposal environments. This individual can quickly learn technical and programmatic requirements across multiple mission areas, develop talent pipelines aligned with CRDFGlobal'sstrategic growth priorities, and build trusted relationships in a highly matrixed environment. The successful candidate will be equally comfortable supporting strategic capture efforts, recruiting senior technical experts and Key Personnel, andassistingwithbroader organizational recruitment needs asrequired.

Major Responsibilities:




  • Lead recruitment efforts for strategic capture and proposal activities across multiple mission areas and technical portfolios





  • Identify, engage, qualify, and recruit Key Personnel and technical experts for U.S. Government-funded international proposals and programs





  • Partner closely with Capture Managers, Business Development staff, Technical Leads, and operational leadership to understand staffing priorities, proposal requirements, and customer expectations





  • Develop andmaintainproactive pipelines of qualified candidates aligned with CRDFGlobal'sstrategic growthobjectivesand anticipated opportunities





  • Support recruitment activities for proposals funded by the U.S. Department of State, Department ofWar, and other federal agencies





  • Conduct targeted sourcing and networking toidentifyhard-to-find technical and program management talent inthreat reduction, security cooperation, digital resilience, global health, stabilization, and related sectors





  • Build andmaintainrelationships with consultants, subject matter experts, former government personnel, technical implementers, and international program leaders





  • Review and tailor candidatejob descriptions andCVs/resumes to align with proposal requirements, evaluation criteria, and solicitation instructions





  • Coordinate candidate communications throughout the proposal lifecycle, including expression of interest, interviews, salary discussions, contingent offers, and post-submission engagement





  • Support long-term workforce planning efforts byidentifyingtalent trends, labor market dynamics, and emerging technical capabilities relevant to CRDFGlobal'sgrowth strategy





  • Collaborate with Talent Management colleagues to support enterprise recruiting needs and surge hiring requirements as needed





  • Contribute to the development of recruitment tools, talent databases, sourcing strategies, and best practices for capture recruitment





  • Maintainaccuraterecruitment tracking and reporting within applicant tracking systems and recruiting databases





  • Represent CRDF Global professionally in networking environments, conferences, industry events, and recruiting engagements




Qualifications:




  • 7+ years of recruiting experience, including substantial experience supporting U.S. Government proposal and capture efforts





  • Demonstrated experience recruiting for large, complex international programs funded by the U.S. Department of State, Department ofWar, or similar federal agencies





  • Proven ability to recruit and engage senior technical experts, Key Personnel, and specialized international program staff under tight proposal timelines





  • Experience working in international development,threat reduction, stabilization, cybersecurity/digital resilience, public health, or related sectors strongly preferred





  • Strong understanding of the federal capture lifecycle, proposal staffing requirements, and compliance considerations for Key Personnel recruitment





  • Demonstrated ability to work effectively in a fast-paced, matrixed environment with multiple stakeholders and competing priorities; strong organizational skills and ability to manage multiple simultaneous priorities and deadlines





  • Ability to quickly understand technical qualifications and staffing requirements across diverse mission areas





  • Strong sourcing and networking skills, including the ability toidentifypassive candidates and cultivate long-term talent pipelines. A strong network of contacts is a plus.





  • Excellent interpersonal, written, and verbal communication skills





  • Experience withLinkedIn Recruiter,applicant tracking systems, recruiting databases, and Microsoft Office Suite





  • Bachelor's degree or equivalent combination of education and experience





  • U.S. work authorizationrequired

Salary & Benefits: The salary range for this position is $125-150k The determination of salaries in this job classification depends on a number of factors,including, but not limited to, relevant candidate experience, job-related knowledge,

qualifications and skills. In addition, we have a comprehensive benefits package, which includesmedical, dental, and vision insurance; 403(b) retirement savings plan; paid time off, student loan paydown and more.
