Job Summary
Under the general direction of the APS Director, the Program Implementation Analyst serves as a seasoned program and data professional responsible for the independent implementation, coordination, and analysis of Adult Protective Services (APS) workforce development initiatives. This position supports APS program operations through the administration of APS educational and county stipend programs, oversight of training and implementation activities, and monitoring of contract funded program requirements to ensure effective and timely execution.
The Program Implementation Analyst serves as the lead administrator for APS learning management systems and program data platforms (e.g., AirTable), ensuring data integrity, regulatory compliance, and high quality reporting. This role is responsible for analyzing program data; developing dashboards and reports; and applying data driven insights to support operational decision making, monitor implementation progress, and drive continuous quality improvement. The incumbent exercises independent judgment, analytical expertise, and professional discretion to identify implementation risks, recommend system and process improvements, and strengthen the overall effectiveness and sustainability of APS programs.
In collaboration with internal teams, county APS partners, CDSS, fiscal units, and external stakeholders, the Program Implementation Analyst facilitates stakeholder engagement, communication, and outreach activities that promote program participation and alignment with APS workforce development goals. - Bachelor's degree in related area and /or equivalent experience / training
- Experience independently coordinating complex projects or educational program activities, including defining goals, supporting strategic planning, managing timelines, and collaborating with diverse stakeholders; and experience using or implementing project management software and relational databases (e.g., Airtable) to track program activities, milestones, and outcomes.
- Experience analyzing and implementing a budget and using computerized financial systems to prepare financial reports and forms.
- Experience in using databases and MS Office in a Windows environment to use electronic mail, Internet, Microsoft Office, database systems and spreadsheets. Experience drafting, editing and producing correspondence, reports, fliers, forms and presentations as well as experience in marketing, outreach and communications.
- Experience working in a team and establishing relationships with people from diverse backgrounds including staff, faculty and agency clients. Experience managing the planning, development and coordination of educational activities and/or similarly complex projects with significant logistical details.
- Analytical skills to identify issues, compare data and develop goals or plans for resolution and implementation. Organizational and time management skills to manage, track, and work on multiple and simultaneous complex tasks.
- Working knowledge of data tracking systems, dashboards, reporting tools, and project coordination platforms, with the ability to use business software systems to support program planning, monitor instructional or project milestones, and contribute to curriculum or program improvement efforts.
Preferred Qualifications
- Experience in streamlining processes and systems to ensure greater efficiency and productivity. Experience in Quality Assurance or Continuous Quality Improvement concepts and strategies. Experience with managing contracts and vendors. Knowledge and experience in the use of project management software.
- Experience designing, maintaining, and managing data workflows in Airtable
- Experience using Tableau, or another Data Visualization application.
- Experience developing and maintaining standard operating procedures (SOPs), data dictionaries, and workflow documentation to support consistency and system continuity.
- Knowledge of CPE Destiny database system.Knowledge of the field of human services.
- Demonstrated experience administering Airtable data management systems, including automated workflows, reporting structures, and dashboard development for operational and program analysis.
- Knowledge of workflow automation tools and techniques to streamline data collection, improve reporting accuracy, and reduce manual processes.
