Summary

The Talent Acquisition Manager is responsible for leading and executing full-cycle recruiting activities in support of government contracts and corporate hiring initiatives. This role develops recruitment strategies, manages candidate pipelines, ensures compliance with federal hiring regulations, and partners with program managers and leadership to attract and retain highly qualified personnel. The Talent Acquisition Manager plays a critical role in supporting rapid staffing requirements, maintaining proposal recruiting readiness, and ensuring a positive candidate experience throughout the hiring lifecycle.

What You'll Be Doing:

Recruitment & Staffing

  • Lead full-cycle recruitment efforts for cleared and non-cleared positions supporting federal government contracts.
  • Develop and implement strategic sourcing plans to attract qualified candidates in highly competitive labor markets.
  • Manage recruiting priorities for technical, administrative, professional, and program support positions.
  • Partner with hiring managers to understand staffing needs, position requirements, labor categories, and contract deliverables.
  • Conduct intake meetings, candidate screenings, interviews, and selection coordination.
  • Maintain and manage candidate pipelines for current and future contract opportunities.

Government Contracting Support

  • Support recruiting efforts for contract proposals, recompetes, and surge staffing requirements.
  • Ensure recruiting activities align with contract requirements, labor qualifications, and federal regulations.
  • Coordinate recruitment for positions requiring security clearances, background investigations, or credentialing.
  • Monitor staffing metrics to ensure compliance with contract timelines and staffing goals.
  • Assist with workforce planning and transition staffing activities for new contract awards.

Compliance & Reporting

  • Ensure compliance with applicable federal, state, and local employment laws and regulations.
  • Maintain compliance with Equal Employment Opportunity (EEO) and veteran hiring requirements.
  • Manage applicant tracking systems (ATS) and recruitment documentation.
  • Prepare recruiting reports, hiring metrics, and workforce analytics for leadership review.
  • Support audits and maintain accurate recruiting records in accordance with company and government requirements.

Relationship Management

  • Build and maintain relationships with hiring managers, subcontractors, educational institutions, and professional organizations.
  • Represent the organization at job fairs, hiring events, and industry networking opportunities.
  • Develop employer branding initiatives to enhance candidate engagement and retention.
  • Mentor and support recruiters and recruiting coordinators as assigned.

Required Qualifications:

  • Bachelor's degree in Human Resources, Business Administration, or related field; equivalent experience may be substituted.
  • Minimum of 8-10 years of talent acquisition or recruiting experience, preferably supporting federal government contracts.
  • Demonstrated experience recruiting for government-funded programs.
  • Knowledge of federal hiring regulations, OFCCP compliance, EEO requirements, and labor category requirements.
  • Experience using applicant tracking systems and recruiting platforms.
  • Strong communication, organizational, and relationship management skills.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Must be local to DMV with hybrid schedule of 2 days week in the office

Salary Range

The proposed salary range for this role is $135,000 to $150,000 USD. The salary range provided is a good faith estimate representative of all experience levels. Karsun considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
