Program Officer I - Research & Evidence

Job Summary:

The Research and Evidence Group is a multidisciplinary team of researchers who generate evidence to inform programs and policies across a wide range of technical areas including infectious disease treatment and prevention, child development, economic opportunity, maternal health, and preparing for the introduction of new innovations into health systems. We partner with governments, funders, and communities around the world to generate evidence to guide decision making and translate research into impact. We utilize multiple methods including implementation and marketing research, program evaluation, secondary data analyses and data synthesis, and research translation.

The Research and Evidence Group is seeking a Program Officer I to provide support for the group and specific research projects implemented by that department. Tasks include providing administrative and project support; coordination efforts related to research project management and execution; collecting, compiling, and analyzing information relevant to projects; and coordinating with research teams. Program Officers will monitor project budgets and provide administrative support related to contracts and financial management of consultants, sub-awardees, invoices and other procurement actions.

Accountabilities: Programmatic Administration (70%):
  • Collaborates with the research project management team to assist in ensuring deliverables and funder requirements are met.
  • Implements project management best practices and FHI360-specific processes to provide comprehensive management support to projects.
  • Manages full vendor lifecycle for subawards and consultants from initial onboarding to contract negotiation and execution, deliverable submission, and invoicing.
  • Maintains high-level understanding of projects' goals, deliverables, and timelines to ensure alignment across teams.
  • Serves as the project liaison to internal units such as finance, contracts, procurement
  • Assists in the management of the project and department calendars to ensure project deadlines are being achieved.
  • Sets up and maintains electronic and physical project files.
  • Sends reminders to keep team on track with reporting deadlines and technical deliverables.
  • Reviews and contributes to work plans.
  • May support project/project teams administratively to provide high quality deliverables to clients.
  • May provide event support for in-person meetings, such as arranging meetings and conference room setup, supporting travel requests, and taking on sub-task assignments.
  • Facilitates communication by answering partner inquiries and ensures project internal and external websites are current.
  • Collects existing information (metrics, data, etc.) for use in reports, reaching out to sub- contractors, grantees, and partners for external information.
  • Fulfills other administrative and special project duties as assigned.
Business Development and Proposal Management Support (10%):
  • May serve as support staff to business development opportunities, as needed.
  • Communicates grant proposal and report requirements to all individuals involved in an efficient manner.
  • Assists the project team with the coordination and management of grants, project materials, and information.
  • May manage proposal lifecycle in Salesforce, including adding new opportunities, coordinating with BD staff, and uploading relevant documents.
Finance Support (20%):
  • Assists with the coordination and tracking of performance against project timelines, budget, objectives, and deliverables.
  • Assists the project team with the coordination of budgets and tracking expenses.
  • Manages processing of invoices from vendors and coordinate necessary approvals across the project and finance teams.
  • Run finance reporting as needed to assess project burn rate and overall financial health.
Applied Knowledge & Skills:
  • Basic knowledge of concepts, practices, and procedures with research project design.
  • Strong oral and written communication skills.
  • Demonstrated proficiency with Microsoft Office suite software.
  • Ability to problem solve and recommend corrective action as needed.
  • Strong organizational skills and attention to detail needed to adhere to project deadlines.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Must be able to read, write, and speak fluent English.
  • Fluency in a secondary language, specifically French, is a plus but not required.

  • Works on problems of limited to moderate scope that require a review of various factors.
  • Exercises judgment within defined procedures and practices to determine appropriate action.
  • Builds rapport with internal and external contacts.
  • Decisions may cause delays and affect a work unit or area within a department.
Supervision Given/Received:
  • Receives general instructions on routine work, detailed instructions on new projects or assignments.
  • Uses independent judgment in determining workflow and priorities.
Education: **
  • Bachelor's Degree or its International Equivalent - Civil Society, Communication, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth or a Related Field.
Experience: **
  • Typically requires a minimum of 2+ years of relevant experience supporting projects and/or a technical practice area.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
Typical Physical Demands:
  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs
Technology to be Used:
  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.
Travel Requirements:
  • 10% - 25%

The expected US-based hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.International salary ranges vary.

Base salary is only one component of our offer. FHI 360 contributes 7% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

US-based hiring salary range: USD 53,000 - 63,000 annually
