DESCRIPTION

The Alzheimer's Disease Cooperative Study (ADCS) was formed in 1991 as a cooperative agreement between the National Institute on Aging (NIA) and the University of California, San Diego. The ADCS is a multi-center clinical trials consortium that provides an operational framework for large scale Alzheimer's disease research projects. The ADCS consists of 7 cores, 22 committees, 39 research sites that are members of the consortium/Steering Committee, and an additional 40 or more research sites located across the U.S. and Canada that participate in one or more trials coordinated by the ADCS. Annual funding for the ADCS ranges from $15-$25M. The ADCS provides expertise in developing Alzheimer's disease related protocols and is the coordinating center for multiple clinical trials of varying sizes and complexity under subcontracts funded by NIH and clinical trial agreements with industry partners.

Under the general supervision of the Research Administration Supervisor, this position is responsible for providing comprehensive financial analysis and pre-award grant submission support for multiple portfolios for the ADCS. Manage complex clinical trial that are federal sponsored and industry sponsored. Our trials involved multiple PIs, on average 30 clinical sites and sub awards as well as foreign components. Ensure compliance with federal policies, export control, IRB, clinical trials master system. They also manage non-sponsor agreements that are designated as research, such as foundation accounts, endowments, service agreements and outgoing awards. Additional pre-award responsibilities include budget preparation, budget negotiations with sponsor, application preparation, internal and external submissions. Monitor expenditures to ensure compliance, coordinate and collaboration with campus partners such as OCGA, SPF, General Accounting, Graduate Division, HSSPPO, HHR, ARC and collaborating departments (NEU, Pathology, Medicine, Public Health, Psych, Cancer Center, Pharmacy, Pediatrics...)

The incumbent will use skills as a seasoned, experienced research administrator to independently develop and/or oversee research proposals, awards and/or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional research sponsor policies. This position will work on proposals and awards of diverse scope where analysis of data requires a thorough understanding of complex regulations.

The position of Senior Fund Manager reflects an equity adjustment over the typical Fund Manager position due to the following criteria - 1) Has considerable years of relevant experience; (2) has demonstrated proficiency with minimal supervision; (3) 50% of the body of work is considered "complex."

MINIMUM QUALIFICATIONS
  • Seven (7) years of experience or a Bachelor's degree in a related area and/or equivalent experience/training plus three (3) years of experience.

  • Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.

  • Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.

  • Ability to manage significant volume of transactions.

  • Ability to perform complex financial analysis and customized reporting.

  • Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.

  • Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.

  • Maintains current knowledge of compliance regulations in all areas of research administration.

  • Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.

  • Ability to perform complex financial analysis and customized reporting. Demonstrated experience with the applications of principles and practices of financial managerment, fiscal planning and analysis.

  • Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports. Demonstrated experience designing financial management tools to administer complex awards. Demonstrated experience in budget preparation using automated spreadsheet systems.

  • Proven ability to analyze complex financial issues, recognize potential impact, identify creative and alternative solutions; make and implement recommendations. Demonstrated problem-solving skills and with ability to exercise discretion.

  • Demonstrated experience analyzing expenditures, recognizing trends in order to support budget adjustments.

  • In depth knowledge of federal, state, and private agency contract and grant regulations and requirements from proposal preparation through close out; including but not limited to cost accounting standards.

  • Demonstrated experience in principles and practices of fund accounting, cost analysis and audit procedures including UCSD Internal audit requirements.

  • Demonstrated knowledge of University policies and procedures relating to contract and grants; and accounting. Ability to independently interpret, analyze, and implement appropriate policies in a given situation.
