Harkcon is seeking a proposal-contingent DHS Section 508 Trusted Tester to support accessibility compliance testing, consultation, remediation planning, and community-of-practice activities for FEMA National Training and Education Division (NTED) Training Partners Program (TPP). This role will test online course materials, software, web-based content, documents, and related components using DHS-approved Trusted Tester methods. Current Trusted Tester certification is required at the time of proposal submission.

Security and Suitability: Ability to obtain and maintain DHS suitability required. Some positions may require higher clearance levels based on task order needs.

Location: National Capital Region (Virginia, Maryland, DC) with hybrid and remote options possible depending on role and Government direction.

Responsibilities

The DHS Section 508 Trusted Tester will:

  • Conduct Section 508 compliance testing for software products, web-based materials, documents, and online courseware.
  • Prepare test results that clearly document identified accessibility defects, locations, severity, and evidence.
  • Develop Section 508 remediation plans that explain defects, remediation strategies, responsibilities, and completion timelines.
  • Provide consultation throughout the development lifecycle, including screen sharing and remediation support.
  • Facilitate bi-weekly Section 508 discussions and host webinars on accessibility topics and best practices when required.
  • Retest corrected content and document closure status.

Qualifications

  • Bachelor's degree.
  • At least 2 years of relevant experience.
  • Current DHS Trusted Tester certification.

Preferred Qualifications

  • Experience supporting accessibility for online training, courseware, web content, software, or federal digital services.
  • Experience using DHS-approved Section 508 testing methods and common accessibility tools.
  • Strong communication skills and ability to explain findings to nontechnical stakeholders.

Additional Details

This is a part-time role based on task order demand, with hybrid and remote options possible depending on role and Government direction. Candidate must be able to maintain continuity and availability throughout the period of performance.
