Harkcon is seeking a proposal-contingent Project Manager to lead delivery of support services for FEMA National Training and Education Division (NTED) Training Partners Program (TPP). This individual will serve as the overall task order lead and primary interface with the Contracting Officer Representative (COR), providing day-to-day management, delivery oversight, coordination across Key Personnel, subcontractor integration, schedule control, and quality control across curriculum review, instructor audit, grant application review consultation/logistics support, NIMS review, Section 508 testing, and related program support activities.

Security and Suitability: Ability to obtain and maintain DHS suitability required. Some positions may require higher clearance levels based on task order needs.

Location: National Capital Region (Virginia, Maryland, DC) with hybrid and remote options possible depending on role and Government direction.

Responsibilities

Harkcon is seeking a Program Manager to lead contract performance for anticipated FEMA National Training and Education Division (NTED) Training Partners Program (TPP). The Program Manager will serve as the primary interface with the Government and will be responsible for cost, schedule, staffing, quality, risk management, subcontractor coordination, and delivery across a high-volume exercise support portfolio.

  • Serve as Harkcon's primary task order lead and main day-to-day interface with FEMA.
  • Manage schedules, staffing coordination, deliverables, issue resolution, and performance reporting.
  • Conduct recurring status reviews with the COR and keep FEMA informed of progress, risks, decisions, and corrective actions.
  • Coordinate Key Personnel, subject matter experts, instructional systems design support, Section 508 testing resources, and subcontractor personnel.
  • Facilitate course review board meetings and support coordination among FEMA stakeholders, training partners, reviewers, and SMEs.
  • Oversee monthly, annual, final, and ad hoc reporting requirements.
  • Ensure all work remains aligned with the Statement of Work, Quality Assurance Surveillance Plan expectations, and Harkcon quality standards.
  • Maintain availability during normal business hours and ensure responsive communication within 24 hours or faster when required.

Qualifications

  • Master's degree.
  • At least 8 years of relevant experience.
  • Supervisory or team lead experience.
  • Experience in project management, business operations, government operations, and emergency management or response operations.
  • Strong written and verbal communication skills.

Preferred Qualifications

  • Experience supporting FEMA, DHS, NTED, NPD, or training and exercise environments.
  • Experience managing distributed teams, subcontractors, and part-time/key-personnel rosters.
  • Experience supporting curriculum review, training delivery oversight, instructor audit, grant review, or quality assurance processes.
  • Familiarity with all-hazards preparedness, emergency management doctrine, and stakeholder coordination.

Additional Details

This is a part-time to near full-time dedicated role based on task order demand, with hybrid and remote options possible depending on role and Government direction. Candidate must be able to maintain continuity and availability throughout the period of performance.
