The American Red Cross is currently seeking a State Relations Disaster Liaison for New York State. This position is based in Albany.

WHAT YOU NEED TO KNOW (Job Overview):

The State Relations Disaster Liaisonis responsible for leading and managing a primarily volunteer team to support and provide Partner and Emergency Management Agency (EMA) Support in an New York State. The State Relations Disaster Liaisonserves as the lead functional expert in a Red Cross Region for Partner/EMA Support function. Tailoring national program offerings for the Region and communities within the Region, providing technical expertise, training, and leading regional implementation of Partner/EMA Support this position supports regional employees and volunteers in the disaster territories to build capacity in the local community for the disaster cycle.

Specific functions of this position include program implementation, remote team building of employees and volunteers, and soliciting feedback from end customers.

The State Relations Disaster Liaisonserves as a primary point of contact and liaison to Regional EMAs and partners (voluntary, faith-based and community based) for operational planning and service delivery. Represents Red Cross interests and communicates positions, strategy and deliverables to EMAs through frequent interfaces including preparedness messaging; response planning and readiness. Also serves as a key POC for partner organizations and Voluntary Organizations Active in Disaster (VOAD). Operates as a part of the Regional team. Responsible for collaboration with local government partnerships, preparation, and response and recovery management. In single region states this position is responsible for the state EMA/Agency relationships.

The State Relations Disaster Liaison works to perform these functions according to the program direction provided by the Partner/EMA function at headquarters. Team leadership, supervision, and personnel development is provided by the Regional Disaster Functions/Support Director or the Regional Disaster and Program Officer; and may have a dotted line to the DPM or Community Exec (s) in the territory they cover.

WHERE YOUR CAREER IS A FORCE FOR GOOD (Key Responsibilities):

  • Develop a volunteer workforce to represent the Red Cross as a regular presence at EMA to manage relationships and maintain familiarity with operations in those offices.

  • Within scope of position, represents the full disaster cycle of preparedness, response, and recovery.

  • Ensures the delivery of American Red Cross services to diverse communities.

  • Supports EMA planning, exercising and training for preparedness, response, and recovery in assigned Region or territory; representing Red Cross interests and articulating Red Cross capacity to support plans during operations.

  • Participate in the recruitment, development, training, and readiness of a leadership cadre of volunteers appropriate to meeting both blue and gray sky activity with EMA to assure a unified voice of ARC to this partner.

  • Act as Red Cross SME to EMAs for all phases of planning and operations; acting as resources to EMA partners throughout the Region.

  • Supports DPM and the region in the development of partner relationships in the community to perform the disaster cycle.

  • Ensures appropriate ARC staff members are included in dialogue with EMA as necessary.

  • Liaise with staff managing Government partnerships to ensure consistency in service delivery across ARC.

  • Ensures Red Cross presence (and leadership where appropriate) at State and local VOAD forums.

  • Support the development and maintenance of strong partnerships and relationships.

  • Engages region in increasing their partner recruitment through community meetings and individual agency relationship building.

  • Leads Region in assessing the needs of potential partners and creating development plans for each organization, manages development strategies across the region.

  • Assist region in targeting community partners that support vulnerable communities and are located in high disaster-risk locations including communities that are ethnically and racially diverse, monolingual and low income.

WHAT YOU NEED TO SUCCEED (Minimum Qualifications):

  • Education: Bachelor's degree required, or equivalent combination of education and related experience required.

  • Experience: Minimum 5 years of related experience with building, mobilizing, leading and developing volunteer teams to execute a social services program or service.

  • A current valid driver's license and good driving record is required.

REQUIRED SKILLS AND ABILITIES:

  • Excellent interpersonal, verbal, and written communication skills.

  • Demonstrated analytical and decision-making skills to interpret program trends, results, formulate recommendations, and develop creative processes for continuous program or service improvements.

  • Proven record of accomplishment of collaboration with diverse groups and individual's representative of all the demographics of this community, managing multiple priorities, facilitation, problem solving, marketing, leadership, and partnership management.

  • Intermediate level proficiency with Microsoft Office software, including Word, Excel, PowerPoint, and Outlook.

  • Ability to work outside of regular duty hours including nights and weekends.

  • Travel: Will require 30% travel; valid driver's license required.

PAY INFORMATION:

The salary range for this position is (New York): $60,200 - $64,000.

Note that the American Red Cross sets salary ranges aligned to a specific geographic location in which the work is performed. The stated salary range in this posting is an average. The specific salary information will be shared at the time of phone screening based upon your location and qualifications.

This position is not eligible for relocation assistance.

PHYSICAL REQUIREMENTS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this Job, the employee is regularly required to sit; use hands to handle or feel; and talk or hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand; walk and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 15 pounds and occasionally lift and/or move up to 30 pounds. The work environment will consist of moderate noise (i.e. business office with computers, phones and printers, light traffic). The employee must have the ability to work in a small cubicle and have the ability to sit at a computer terminal for an extended period of time.
