Job Announcement

This position works within our Financial Services Branch within the Administrative Services Division as an experienced financial professional and oversees a complex agency-wide budget and fiscal operation. This includes all grant funding and procurement activity and serves as the Sheriff's Office primary financial leader and advisor.

This position has full accountability for the supervision and direction of all agency financial management and operations. Key areas of responsibility include:

  • Overseeing the agency's investment, budget development and monitoring, purchasing and procurement, inmate banking, revenue and other fund management, accounting, capital replacement funding operations, capital improvements, grants management, warehouse operations, and the Sheriff's Office vehicle fleet.
  • Serving as a strategic business partner to the Sheriff and senior command staff, providing guidance and analysis on all finance-related issues and decisions.
  • Formulating and evaluating proposed legislation affecting the agency's finances at the Commonwealth and intra-governmental levels.
  • Acting as the agency's primary financial coordinator with federal agencies; agencies of the Commonwealth; Fairfax County's Department of Management and Budget (DMB), Department of Procurement and Material Management (DPMM), Department of Finance (DoF), and Department of Human Resources (DHR); the U.S. Marshals Service; and the Fairfax City Budget Office.
  • Continually managing, developing, and mentoring staff within the Financial Services Branch to ensure a high-performing, professional, and customer-focused team.

Note: The salary offer for the position will be in the minimum to midpoint range ($98,055.98 to $142,181.31) and may NOT exceed the midpoint rate of the advertised compensation range. Promotional rules apply for current Fairfax County Government and Fairfax County Public Schools employees.

Illustrative Duties

  • Serves as an advisor to the Director and/or Deputy Director on matters of policy and process related to financial and financial administrative management;
  • Makes presentations to the Deputy County Executives, Directors, Deputy Directors, Boards, Authorities and Commissions, as well as other County senior management;
  • Participates in department wide strategic planning, and Countywide strategic planning, as necessary;
  • Supervises a team of financial professionals performing advanced technical analysis and makes recommendations to the Director and/or Deputy Director about program funding within the department;
  • Directs ongoing process improvement initiatives related to financial processes, budget development and monitoring within the agency;
  • Collaborate in the development and refinement of policies, procedures, and guidelines essential to the administration of finance and related functions;
  • Coordinates external partners including the Department of Management and Budget with financing and debt management, capital projects, bond resolutions, and issuances;
  • Oversees the overall budget coordination and development for submission to department leadership;
  • Coordinates budget estimates, financial reporting and data presentation for the agency to ensure policy decisions have been met;
  • Serves as department lead concerning revenue, including projections and collection rates; Recommends adjustments;
  • Determines the budget impact on the department from both state and federal legislative actions;
  • Manages, develops, and implements the responsibilities and policies relating to fiscal and financial administrative management policies, including budgeting, financing, capital projects, and reporting;
  • Prepares written and verbal reports for department senior management regarding cost variances and acts independently in identifying and resolving programmatic anomalies;
  • Oversees staff from financial management, accounts payable, accounts receivable (including revenue collection) and procurement;
  • Oversees both internal and external financial audits and implements corrective actions (when applicable);
  • Ensures compliance with federal and state reporting requirements associated with grant funding;
  • Establishes accounting policies and procedures in accordance with GAAP as well as any federal, state or county requirements.

  • Advanced knowledge of the principles, theories, and practices of public administration, particularly regarding governmental budget and finance administration;
  • Advanced knowledge of county organization, policy, procedures and practices, particularly regarding the budget cycle and budget development and monitoring;
  • Ability to plan and implement activities in order to ensure effective and efficient utilization of resources;
  • Ability to effectively supervise and coordinate the activities of staff.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with either a bachelor's degree in accounting, business administration, public administration, public policy or related field; plus, five years of professional-level experience in finance, business administration, budgeting, or contract management, to include 2 years of supervisory experience. A master's degree in a related field or CPA may substitute for 1 year of experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, credit check, and polygraph exam to the satisfaction of the employer.

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)

PREFERRED QUALIFICATIONS:

  • Minimum of five years of progressive leadership experience.
  • Minimum of five years developing, managing and analyzing multi-million-dollar budgets, ensuring fiscal accountability and alignment with organizational priorities.
  • Minimum of five years supervising a diverse professional staff.
  • Minimum of five years conducting detailed financial analysis to include forecasting, variance analysis, impact analysis reports, budget justifications, and long-term planning.
  • Minimum of five years effectively managing grants, and various revenue streams to ensure compliance.
  • Advanced knowledge of principles, practices and techniques relating to procurement and purchasing.
  • Experience developing and presenting executive level analysis, reports and proposals.
  • Experience working with elected officials and in the public safety environment.
  • Experience developing and implementing performance measures to track program effectiveness.
  • Excellent oral and written communication skills.
  • Governmental budgeting and financial management experience.
  • Experience with technical budget preparation or closely-related analysis work such as revenue analysis, organizational performance measurement analysis, or fiscal legislative analysis.
  • Experience working within a financial module of any Enterprise Resource Planning (ERP) application.
  • Experience performing fiscal analysis on proposed legislation.
  • Experience working with advanced Microsoft Office Suite applications, including Excel.
  • Detailed oriented with the ability to handle multiple tasks.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature; however, visual acuity is required to read data on computer monitor; incumbent must be able to operate keyboard driven equipment. Must communicate with others. Employee may be required to lift up to 15 lbs. All duties performed with or without reasonable accommodations.
