Under general supervision, supervises the work of contract Vegetation Management crews to ensure compliance with the companys vegetation management program and practices. Assures all contractor work is performed in a timely and efficient manner and is in accordance with established Company standards. Ensures that the contractors method of work conforms to local, state and federal regulations. This position does not provide employment pursuant to the terms of a STEM OPT Training Plan.
Core Responsibilities
- Maintains a working knowledge of state and federal codes governing vegetation management along with Orange & Rocklands electric standards, work procedures, and EH&S rules and guidelines.
- Supervises the work of contract Vegetation Management crews and contract inspectors to ensure that work is performed in compliance with job specifications, and that required clearances are achieved.
- Ensures all contractor work is performed in compliance with company safety standards and OSHA requirements.
- Performs written quality audits of contractors work and provides feedback to management.
- Recommends work process improvements to enhance quality and productivity.
- Provides expert arboriculture advice on customer inquiries regarding vegetation maintenance and utility line clearance requirements.
- Acts as the company representative at Town and Municipality meetings regarding utility vegetation maintenance requirements.
- Reports contractor work performance through the contractor oversight system.
- Tracks and controls project costs. Utilizes Oracle to requisition, receipt, and approve payments.
- Supervises and participates in the preparation of studies and reports required by the Company and regulatory bodies.
- Maintains required records and reports in a manner suitable for inspection by Company auditors and governing agencies.
Required Education/Experience
- Bachelor's Degree and 2 years of work experience in line clearance operations on electric transmission and/or distribution lines or
- Associate's Degree and 4 years of work experience in line clearance operations on electric transmission and/or distribution lines or
- High School Diploma/GED and 5 years work experience in line clearance operations on electric transmission and/or distribution lines.
Preferred Education/Experience
- Bachelor's Degree Preferably in Environmental Science, Forestry, or other related field and 2 years of work experience in line clearance operations on electric transmission and/or distribution lines
- Bachelor's Degree Preferably in Environmental Science, Forestry, or other related field and 4 years of work experience in line clearance operations on electric transmission and/or distribution lines
- High School Diploma/GED and 5 years work experience in line clearance operations on electric transmission and/or distribution lines.
Relevant Work Experience
- Must have strong decision making skills. Must be flexible to handle multiple assignments and meet deadlines, required.
- Must possess strong oral and written communication skills as well as interpersonal skills required to effectively supervise contractor operations, required.
- Computer literacy and proficiency in Microsoft Office Suite, required.
- Two years supervisory experience, preferred.
Licenses and Certifications
- Driver's License Required
- Other: Certification by International Society of Arboriculture (ISA) as a Certified Arborist is preferred. This certification must be obtained within 18 months of being assigned to this position. 1 1/2 Yrs Required
- Other: Certification by NYS Dept of Environmental Conservation as a licensed pesticide applicator or technician under category 6A is preferred. This certification must be obtained within 18 months of being assigned to this position. 1 1/2 Yrs Required
Physical Demands
- Ability to respond to system emergencies
- Able to work in all weather conditions, i.e. excessive heat and/or cold
- Perform extended driving through heavy traffic and severe off-road conditions
- Perform heavy manual labor, i.e. push, pull, and lift up to 50lbs
- Ability to carry tools and materials when climbing ladders and scaffolds, and entering confined spaces
- Work in, under, and on top of all types of company vehicles and/or equipment
- Ability to work in adverse conditions that include, noise, confined spaces, and high elevations
- Ability to climb ladders and stairs
- Ability to work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces)
- Ability to work with, and in, the vicinity of high voltage and/or other high-energy systems
- Ability to climb in and out of manholes and excavations
- Stand, walk, lift, climb, bend, kneel, stoop, and/or reach for the duration of the workday
- Ability to use hand tools and operate heavy machinery, i.e. jackhammers
- Use hand-eye coordination to adjust controls on equipment
- Wear necessary Personal Protective Equipment (PPE), i.e. fire-retardant clothing and safety harnesses
Additional Physical Demands
- The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
- Must be able and willing to travel within Company service territory, as needed.
