PRIMARY FUNCTION The Assistant Program Manager (APM) supports the on-site Program Manager/Furnishings Management Office and provides day-to-day management and operations support for warehousing, furniture delivery, customer service, and related services supporting JBER. The APM serves as the lead for the Enterprise Military Housing (eMH) database, assists with oversight of the Furnishings Management Office (FMO), and provides management oversight for off-site drayage operations at Eielson AFB and Fort Wainwright. The APM acts on behalf of the Program Manager when authority is delegated or during the Program Manager's absence.
ESSENTIAL FUNCTIONS Assists the Program Manager in managing, organizing, and supervising the FMO warehouse program and support staff in accordance with the PWS, applicable DOD/AF directives, established policies, and Standard Operating Procedures (SOP). Serves as the JBER eMH lead and primary resource for the accurate entry, correction, maintenance, and retrieval of furnishings, inventory, customer, issue, receipt, delivery, and recurring report information within the eMH database. Provides guidance and training to employees on proper eMH procedures and works with the Program Manager to identify and correct database, documentation, and process discrepancies. Assists with management of furniture issue and receipt operations, delivery and pick-up scheduling, warehouse accountability, customer service activities, and maintenance of required records and databases. Supports the planning, coordination, and completion of the annual 100% inventory of authorized furnishings and assists in resolving inventory discrepancies and maintaining accurate consumption and accountability records. Provides day-to-day oversight and coordination of off-site drayage services at Eielson AFB and Fort Wainwright, including scheduling, customer coordination, documentation, employee support, issue resolution, and verification that contract requirements are met. Maintains regular communication with JBER, Eielson AFB, Fort Wainwright, corporate management, employees, and other stakeholders; assists the Program Manager with reports, correspondence, customer communications, and follow-up actions. Monitors work performance, schedules, service requirements, and recurring deliverables and elevates operational, staffing, safety, customer service, or compliance concerns to the Program Manager as appropriate. Assists with employee onboarding, training, cross-training, work assignments, and performance guidance to promote continuity of operations and consistent service delivery. Supports the FMO Customer Service Office and helps ensure professional, timely, and accurate service to military members, housing personnel, and other authorized customers. Manages contract budget by auditing and submitting expense reports and tracking credit card transactions. May be assigned specific areas of management authority by the Program Manager and is expected to exercise independent judgment within that delegated authority. The Assistant Program Manager may be required to perform other related duties to meet the ongoing needs of the organization.
SUPERVISORY RESPONSIBILITIES This job has supervisory responsibilities as delegated by the Program Manager. Provides counsel, direction, and guidance to employees to ensure assigned tasks are completed safely, accurately, efficiently, and in accordance with contract requirements. May direct daily work activities and serve as acting on-site management when assigned.
KNOWLEDGE, SKILLS, & ABILITIES Intermediate computer skills specifically using Microsoft Office Suite; ability to learn additional computer skills or software programs. Working knowledge of advanced software applications is preferred. Strong working knowledge of eMH and the ability to enter, correct, retrieve, review, and explain database information and recurring reports. Ability to enter data accurately into databases and maintain organized supporting documentation. Ability to read and interpret documents such as the PWS, safety rules, operating and maintenance instructions, policies, SOPs, and procedure manuals. Ability to write routine reports, correspondence, and customer communications clearly and professionally. Interpersonal skills necessary to work effectively and cooperatively with all levels of management, staff, government customers, and geographically separated personnel. Must possess effective oral and technical written communication skills and be able to assist with the clear communication of operational requirements, issues, and follow-up actions. Strong professional customer service skills, including active listening, prompt service, follow-up, and issue resolution. Strong decision analysis and problem solving skills; ability to draw conclusions, recommend solutions, and communicate issues to management. Ability to organize and prioritize multiple work requirements across JBER and off-site locations. Ability to learn and understand corporate policies and procedures and how they relate to contract and organizational goals. Ability to perform basic mathematical computations. High degree of self-motivation and the ability to work independently. Ability to multi-task and adapt to changing priorities.
QUALIFICATIONS Three years specialized experience in DoD furnishings, warehouse management, housing support, logistics, drayage, or a closely related program; supervisory or team-lead experience is preferred. Demonstrated proficiency with the eMH database, including the ability to enter, correct, retrieve, review, and explain recurring reports and information. Must have a valid driver's license and good driving record required. Knowledge of DOD standardized supply regulations, policies, procedures, or other instructions relating to assigned functions. Knowledge of furnishings accountability, warehouse operations, inventory controls, delivery/pick-up processes, and customer service requirements. Ability to coordinate work and maintain effective working relationships with the Program Manager, Chief, Housing Division, government customers, corporate personnel, and related entities located at JBER, Eielson AFB, and Fort Wainwright. Ability to travel to off-site locations within Alaska as operational needs require. Ability to pass DoD physical and background investigation required.
WORKING ENVIRONMENT A fast paced multi-tasking customer service oriented environment requiring a high degree of efficient and effective performance. Adaptability regarding schedule and task changes is necessary to accommodate changing priorities. Work may require coordination across multiple Alaska locations, occasional travel, and overtime.
