DESCRIPTION

The Assistant Vice Chancellor of OMCP Finance and Business Operations serves as a key strategist and, in partnership with the Vice Chancellor and members of the VC OMCP Senior Leadership Team, develops and executes the strategic direction, long- and short-range plans, and innovation initiatives. Works with the Vice Chancellor's leadership team and professional staff in handling diverse administrative functions such as resource allocation, operational effectiveness, budget planning, financial management, workforce planning, technology, business innovation, VC-wide communications, and VC-wide administrative support. Serves as one of the primary advisors to the Vice Chancellor on financial matters, MOUs, workforce planning, communications, technology strategies, and provides oversight to the VC Office. Uses advanced concepts and organizational objectives to resolve complex issues and problems that require analysis of unique issues and/or problems without precedent. Exercises mature judgment in selecting methods, techniques, and evaluation criteria to measure progress and results.

With Vice Chancellor approval, exercises authority to approve budget, OMCP staffing actions, organizational changes, and review, development, and implementation of administrative policies that impact OMCP. The AVC of OMCP Finance and Business Operations has management oversight of technology solutions implementation and strategic planning for business innovations. Responsible for formulating, implementing, and managing administrative policies.

In addition, works with and advises OMCP senior leaders in the Vice Chancellor's absence. Possesses delegated authority on budgetary and administrative matters within the Vice Chancellor's span of control and internal to OMCP and its operations. May present to Cabinet, the Academic Senate, the Chancellor, the Chief Financial Officer, etc., on various administrative, financial, and programmatic initiatives in the Vice Chancellor's absence.

Represents the Vice Chancellor, as directed, on campus committees, temporary task forces, and working groups as they emerge.

QUALIFICATIONS
  • Excellent consulting, relationship-building, and strategic thinking skills. Proven ability to work with populations at all levels of the organization, including faculty, senior administrators, legal representatives, and external agency representatives.

  • Excellent ability to establish mission and goals at the macro-level; to lead subordinate management to develop goals in alignment with mission. Demonstrated management ability to direct and supervise professional and staff positions; ability to train, motivate, and provide effective and sound judgment and leadership. Skills to effectively lead highly significant engagements from inception to conclusion.

  • Thorough knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll. Demonstrated ability to research, collect, process, and interpret financial, budgetary, and other administrative data; conduct relevant and complete historical analyses of complex policies, financial and budget matters, and develop summarized reports for management. Must be able to clearly present financial information to senior leadership.

  • Sophisticated leadership abilities to establish department goals and motivate and influence others to achieve them. Demonstrated ability to generate consensus in group settings. Ability to speak and present clearly before large and small audiences with confidence.

  • Thorough knowledge of the organizational environment of higher education and large research universities to understand client priorities, issues, motivations, and constraints.

  • Thorough knowledge of organizational processes, protocols, and procedures. Superior knowledge of academic governance, instructional, and research programs; understanding of senior organizational structures, departments, and units, and communications channels. Experience in developing and implementing policies and procedures.

  • Demonstrates strong analytical, problem-solving, project planning, and implementation skills. Experience and knowledge in business process analysis, modeling, and re-engineering; background in process-to-system mapping, modeling, and implementation. Superior problem-solving, decision-making, research, and analysis skills.

  • Ability to focus on priorities, strategies, and vision. Ability to identify strategic integration among diverse technologies and bundle complementary technologies into competitive business proposals.

  • Thorough knowledge of the legal constraints and opportunities for higher education in the State of California and through Federal programs and regulations. Proven ability to read all manner of communications and reports and analyze critically for impact.

  • Demonstrated extensive work experience in development, interpretation, and recommendation of policies and procedures. Demonstrated outstanding ability to design, adapt, implement, and evaluate new procedures, systems, and reports. Demonstrated knowledge and experience in the interpretation and implementation of federal, state, and private agency administrative regulations and policies.

SPECIAL CONDITIONS
  • Job offer is contingent upon satisfactory clearance based on Background Check results.

  • Under FLSA, this position is exempt from overtime compensation.

  • Overtime and weekends may be required.

Pay Transparency Act

Annual Full Pay Range: $173,900 - $351,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $83.29 - $168.34

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
