JOB SUMMARY


  • Provide human resources support, guidance, and expertise, delivering value-added service in areas such as employment, employee relations, compensation and benefits, and employee development and training.


MINIMUM QUALIFICATIONS


  • Bachelor's degree in Human Resources or related field, and
  • 7+ years of progressively responsible experience in Human Resources


PREFERRED QUALIFICATIONS


  • PHR/SHRM-CP certification.is strongly preferred.
  • Previous experience in the construction industry.
  • Bilingual in English/Spanish.
  • Previous experience with UKG (UltiPro).
  • Previous experience working with employees subject to collective bargaining agreements.

JOB RESPONSIBILITIES


  • Serve as the primary HR advisor on employee relations, labor relations, collective bargaining agreement administration, workplace investigations, and disciplinary matters.
  • Provide day-to-day performance management guidance through coaching, counseling, career development, corrective action, conflict resolution, and leadership development.
  • Maintain extensive knowledge of federal, state, and employment laws to reduce organizational risk and ensure regulatory compliance and a working knowledge of legal requirements related to day-to-day management of employees, reducing legal risks, and ensuring regulatory compliance.
  • Partner with managers and employees to strengthen working relationships, improve morale, increase employee engagement, and support retention initiatives.
  • Partner with executive leadership and operational managers to align Human Resources strategies with business objectives, workforce planning, and organizational growth.
  • Administer Human Resources programs including compensation, benefits administration, leave administration, talent management, employee recognition, performance management, and onboarding.
  • Interpret and communicate Human Resources policies while ensuring consistent application across multiple business units and construction projects.
  • Lead workplace investigations and resolve employee concerns while ensuring fair, consistent, and legally compliant outcomes.
  • Assist with compiling, analyzing, and submitting federal compliance reporting including Affirmative Action Plans, OFCCP requirements, EEO-1 reporting, VETS-4212, and WOTC documentation.
  • Develop and deliver leadership training on employment law, workplace compliance, performance management, employee relations, and company policies.
  • Partner with Safety leadership to support organizational risk management; create and maintain safety-related policies.
  • Coordinate with Safety and Field Operations on required employee documentation and compliance.
  • Oversee handbook administration, HR policy development, unemployment claims, compliance training, and annual performance review programs.
  • Manage the full recruitment process, including posting positions internally and externally, updating job descriptions, and closeout of requisition.
  • Source and screen candidates, participate in interviews, facilitate pre-employment screenings, manage applicant tracking activities, and support hiring managers through completion of the hiring process.
  • Oversee HR technology systems; partner with various departments including Information Technology and Payroll to ensure integration, automation, data accuracy, and ease of use across HRIS and related platforms.
  • Manage employee background checks and drug screens for jobsites in accordance with Client and General Contractor requirements.
  • Partner with General Contractors and trade partners on employee relations and investigations as needed.
  • Oversee employee leave and accommodation programs including but not limited to FMLA, ADA, and PWFA.
  • Manage employee personal medical leave and return-to-work coordination.
  • Oversee new hire orientation and onboarding, ensuring compliance of new hire paperwork including but not limited to I-9 and E-Verify programs.
  • Complete verifications of employment and other requests requiring employment verification per established processes and procedures.
  • Provide HR policy guidance and interpretation.
  • Oversee administration and maintenance of HR data
  • Develop, administer, communicate, and interpret policies that relate to the human resources function.
  • Create and update employee handbooks and company policies.
  • Audit employee files to ensure accuracy and compliance.
  • Assist Safety department with safety training/certification documentation and reporting.
  • Assist Safety department with management of employee DOT (DQ) Files.
  • Travel to surrounding jobsites as needed.
  • Perform other tasks and special projects as assigned.
  • Perform additional duties as assigned.

ADDITIONAL INFORMATION


  • PHR/SHRM-CP; or must be able to obtain certification within one year of attaining this position.
  • Requires travel: Minimal (up to 10%), including in-state and out-of-state by car and/or plane with overnight stays.
  • Will be subject to the Company's background check, MVR, and drug screen programs.
  • Will be subject to the Client's background check and drug screen programs.
  • May be required to submit to periodic background checks and drug screens if position requires access to security sensitive business locations and/or systems.
  • This position is required to drive.
  • Work schedule may vary due to construction schedule; nights and/or weekend work may occasionally be required.
