Senior HSE Manager

Play an integral role in protecting people, safeguarding the environment, and supporting the successful execution of large-scale EPC construction projects through world-class Health, Safety, and Environmental leadership.

This is a field-based leadership position located on an active industrial construction site. The successful candidate will spend the majority of their time in the field working directly with Construction Managers, Superintendents, supervisors, contractors, and craft personnel to ensure the safe execution of construction activities. This is not an office-based safety role. Success in this position requires a visible field presence, strong construction safety leadership, and the ability to influence safe behaviors across a large construction workforce operating in a complex industrial environment.

As a Senior HSE Manager, you will provide operational leadership and direct support for all HSE activities across major engineering, procurement, and construction projects, ensuring that safety and environmental stewardship remain central to every phase of project execution.

This is a highly visible construction leadership role where your ability to engage craft professionals, influence construction leadership, support contractors, and drive safe work practices directly impacts project performance, workforce wellbeing, regulatory compliance, and customer satisfaction. You will champion a proactive safety culture while ensuring effective implementation of HSE programs that support safe, predictable, and efficient construction execution.

Purpose of the role

The Senior HSE Manager is responsible for providing Project Managers, Construction Managers, and field leadership teams with operational Health, Safety, and Environmental support throughout project execution. You will lead the implementation of project HSE programs that eliminate hazards, reduce risk, prevent injuries, protect the environment, and support safe construction operations.

Typically assigned to large, complex EPC construction projects, this position serves as the senior HSE leader on the project site and reports operationally to Project and Construction Management on all HSE program and field execution matters. Working closely with construction supervision, contractors, craft personnel, commissioning teams, and project stakeholders, you will ensure compliance with project safety requirements while fostering a strong culture of accountability, engagement, and continuous improvement in the field.

You will be responsible for:

  • Leading all site Health, Safety, and Environmental activities in support of project construction execution.
  • Implementing and maintaining project-specific HSE management plans, procedures, programs, and performance expectations.
  • Serving as the primary HSE advisor to Project Managers, Construction Managers, Superintendents, and project leadership teams.
  • Leading HSE execution across major EPC construction projects and ensuring compliance with company, customer, and regulatory requirements.
  • Driving a proactive safety culture focused on hazard recognition, risk reduction, workforce engagement, and personal accountability.
  • Supporting project teams in identifying and eliminating hazards that could result in injury, illness, environmental incidents, property damage, or operational disruptions.
  • Providing visible field leadership through routine worksite presence, inspections, audits, observations, and workforce interaction.
  • Leading pre-task planning reviews, risk assessments, field safety engagements, and safety coaching activities.
  • Managing HSE personnel, supervisors, advisors, technicians, and support resources assigned to the project.
  • Coaching field supervision and contractor leadership on safe work practices and effective safety leadership behaviors.
  • Overseeing incident investigations, root cause analyses, lessons learned reviews, and corrective action implementation.
  • Monitoring project HSE performance through inspections, audits, observations, workforce engagement activities, and performance metrics.
  • Supporting contractor qualification, onboarding, compliance monitoring, and performance improvement initiatives.
  • Conducting field audits, safety observations, leadership engagements, and assurance reviews.
  • Working closely with construction teams to support safe execution of civil, structural, mechanical, electrical, instrumentation, commissioning, and startup activities.
  • Supporting emergency response planning, drills, crisis management activities, and business continuity preparedness.
  • Facilitating effective communication between project teams, contractors, customer representatives, regulatory agencies, and project leadership.
  • Promoting environmental stewardship and compliance throughout all construction activities.
  • Driving continuous improvement initiatives that strengthen project safety performance, workforce engagement, and HSE compliance.

What you'll bring to the role

You bring a strong combination of HSE leadership, EPC construction experience, field execution expertise, and the ability to influence organizations operating within demanding industrial construction environments. This role requires a highly visible field presence and significant experience supporting craft-intensive construction activities within large EPC projects.

  • Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, Construction Management, Industrial Hygiene, or a related discipline; or an equivalent combination of education and relevant experience.
  • Typically 15+ years of progressive HSE experience supporting major EPC, EPCM, industrial, energy, chemicals, resources, infrastructure, or construction projects.
  • Significant experience supporting large-scale construction projects within an EPC contractor environment is required.
  • Demonstrated experience leading field-based HSE programs on major engineering, procurement, and construction projects.
  • Strong understanding of construction safety practices, contractor management, field execution activities, and project delivery processes.
  • Proven success managing HSE teams consisting of supervisors, advisors, specialists, technicians, contractors, and project support personnel.
  • Experience working directly with Project Managers, Construction Managers, Superintendents, and field leadership teams to improve safety performance.
  • Extensive knowledge of HSE management systems, regulatory compliance, auditing, risk assessment, incident investigation, and corrective action management.
  • Demonstrated ability to implement project HSE plans, improve field safety performance, and drive workforce engagement.
  • Strong understanding of construction hazards, high-risk work activities, permit-to-work systems, contractor management, and operational risk controls.
  • Experience supporting HSE activities throughout engineering, procurement, construction, commissioning, startup, and project closeout phases.
  • Excellent communication, presentation, workforce engagement, and leadership skills.
  • Proven ability to influence behaviors, build trust, and foster a cooperative and accountable safety culture across large construction organizations.
  • Experience presenting HSE performance metrics, incident reviews, risk assessments, and compliance updates to project leadership and customer representatives.
  • Strong understanding of HSE systems, reporting tools, assurance programs, and performance management processes.
  • Demonstrated commitment to workforce engagement, environmental stewardship, operational excellence, and safe project execution.
