Summary:

The Program Manager is responsible for providing continuity and sustainability in combat casualty care research conducted by Contractor personnel.

Essential Job Functions:

• Assist the departments with research guidance as a Subject Matter Expert (SME) for researchers on both IACUC/IRB studies and maintain compliance.
• Maintain regulatory documentation and approval timelines.
• Monitor protocol deviations and corrective actions.
• Assist the government Principal Investigator (PI) and the Protocol Developer with formulation and the development of the conceptual framework and specific goals of the research, statistics, subject to final Government approval.
• Conduct research seminars for Contractor personnel. Contractor shall not provide education and training to Government or military personnel without prior approval by the COR and the cognizant local Government Staff Training Manager. All education and training materials are subject to final Government approval.
• Support research portfolio prioritization and alignment with NMCP mission
• Track research data deliverables and reporting requirements.
• Track contract deliverables and timelines.
• Supervise Contractor Personnel and ensure adequate management of task order performance in accordance with the PWS to include but not limited to: Contractor personnel oversight in the animal facility, simulation center, and/or human subject's research.
• Attending conferences or meetings will be virtual only to meet with researchers and develop presentations, as required by the COR.

Necessary Skills and Knowledge:

• Advanced knowledge of clinical, biomedical, health science, translational, or related scientific research.
• Strong knowledge of IRB- and/or IACUC-regulated research and associated protocol requirements.
• Knowledge of research protocol development, regulatory review, study execution, compliance monitoring, reporting, and dissemination.
• Knowledge of human-subject protection, research ethics, and regulatory compliance principles.
• Demonstrated ability to provide scientific and technical guidance to investigators, clinicians, scientists, research coordinators, and multidisciplinary research teams.
• Demonstrated ability to manage clinical/scientific research activities across the research lifecycle.
• Strong personnel leadership and supervisory skills in a multidisciplinary scientific or clinical environment.
• Ability to manage multiple research priorities, protocols, milestones, schedules, and deliverables simultaneously.
• Ability to identify and address research, regulatory, staffing, schedule, and performance risks.
• Ability to communicate effectively with senior Government, clinical, scientific, contracting, and research stakeholders.
• Excellent scientific, technical, written, verbal, organizational, and interpersonal communication skills.

Minimum Qualifications:

• Post-Doctoral or Medical Doctoral in a biological, health science, physiology, veterinary medicine or related field and 3 years of relevant research experience or Master's Degree with 5 years of relevant research experience.

The annual salary range for this position is $135,000 to a maximum of $153,000.
