Overview
We are seeking a Lead Finance Manager to serve as the financial steward for a national security organization with highly technical programs and projects. This leadership role is accountable for the entire financial management task area: planning/programming/budgeting/execution (PPBE) support products, budget execution analytics, multi-year resource and manpower modeling, resource gap and offset analysis, financial reporting, audit readiness, and solicitation support. You will research, analyze, and evaluate financial and manpower data from customer systems, databases, and records to identify trends, anomalies, and potential resource gaps.
Managing the organization's resources in a fiscally responsible way is central to the mission. You will develop long-range financial plans, detailed budget forecasts, and multi-year funding profiles; monitor execution of approved financial plans; and deliver repeatable, high-quality, responsive analysis that leadership can act on. You will connect the financial picture with contract data (funding actions, modifications, and contract action forecasts) and logistics and property accountability, so that requirements, funding lines, contract actions, and assets stay aligned and audit-ready. All analysis supports customer decision-makers; the role does not approve budgets, prioritize resources, certify funds, conduct obligations, or make PPBE decisions.
What You'll Do
- PPBE Support Products: Prepare draft inputs for program objective documentation, future-years program change analysis, and unfunded requirements, formatted to service-specific standards and internal templates, at greater than 95% completeness; draft linkages between requirements, strategic guidance, and resource demands; and maintain a library of program alignment statements for fast turnaround on emergent tasks.
- Multi-Year Resource & Manpower Modeling: Build five-year resource projection models (delivered annually by January 31) with baseline, constrained, and enhanced scenarios; document modeling assumptions and limitations; and write narratives on how resource shifts affect milestones, risk posture, and operational tempo.
- Budget Execution Analytics: Produce execution analytics (obligations vs. plan, burn rates, anomalies), monthly delta summaries, color-coded execution risk indicators, and variance narratives that flag projected shortfalls or overspending early enough for leadership to act.
- Trend Analysis & Visualization: Build tables, charts, and infographics showing execution patterns by fiscal quarter; compare execution against historical data to identify predictive trends; and crosswalk higher-level budget marks and adjustments to organizational impacts.
- Financial & Manpower Data Management: Maintain monthly financial data matrices that map manpower, procurement, research and development, and operations and maintenance lines; keep requirements traceable to funding lines and appropriation categories; and apply appropriation rules and fiscal-year transitions, with 95% of financial data accurate and reconcilable to source.
- Data Integrity & Audit Readiness: Perform data-integrity checks of customer financial systems, annotate inconsistencies or missing information for review, and help sustain 100% audit readiness with zero major discrepancies across financial execution, property management, and inventory control audits.
- Resource Gap & Offset Analysis: Analyze appropriation guidance to quantify shortfalls with sensitivity analysis, compare requirement levels with available guidance, recommend offset strategies, and produce funding impact assessments and an annual funding constraint summary report.
- Financial Reporting: Deliver a monthly financial status report (execution summary, funding impact, risks, outlook) by the last business day of each month, quarterly fiscal health snapshots with color-coded appropriation status and contract expiration timing, and a watch list of sensitive accounts. Hold a 95% on-time standard and keep formatting consistent month to month.
- Contract Financial Data Integration: Partner with the contract management team so the contract action tracker's funding actions, modifications, expiration risks, and annual/180/90/60/30-day forecasts tie to execution data and financial reports.
- Solicitation & Source Selection Support: Support preparation of requests for information for specialized technical tools and equipment, and provide administrative support to technical evaluation teams, working with procurement and logistics staff.
- Cross-Functional Integration: Coordinate with portfolio/requirements management (unfunded requirement intake, cost/schedule/performance dashboards, and cost-savings tracking), logistics (property and equipment lifecycle and replacement planning), and manpower/training (position data and training budget tracking) to give leadership one consistent financial picture.
- Process Maturity & Responsiveness: Standardize templates, timelines, and quality checks so financial products are repeatable and on time; communicate risks proactively and respond quickly to leadership data calls.
Who You Are (Required Qualifications)
- Budget & Data Analysis: Demonstrated ability to conduct comprehensive budget and data analysis to inform financial planning and execution.
- Budget & Manpower Systems Expertise: Extensive hands-on experience with defense manpower and budgetary databases and program budget execution systems to manage and report on financial resources.
- PPBE Knowledge: Deep, applied knowledge of the Planning, Programming, Budgeting & Execution (PPBE) process to guide financial decision-making and resource allocation.
- Stakeholder Collaboration: Proven success proactively managing tasks and collaborating with stakeholders at all organizational levels to achieve strategic objectives.
- Communication & Consensus: Exceptional organizational and interpersonal skills; able to communicate complex financial information and build consensus in writing and in briefings.
Preferred Skills
- Hands-on experience with defense budget formulation, manpower programming, and budget execution systems.
- Experience supporting a defense or intelligence organization's financial management office through full budget cycles.
- Financial management professional certification (e.g., CDFM, CGFM, or a defense financial management certification).
- Experience supporting audit readiness, property/inventory accountability audits, or financial statement audits.
- Experience linking contract data (funding actions, modifications, period-of-performance timelines) to budget execution.
- Advanced Excel modeling; experience with Power BI or similar visualization tools.
Required Education + Experience
- Education & Experience: Bachelor's degree and 10+ years of relevant experience, Master's degree and 8+ years, or PhD and 5+ years.
- Clearance: Top Secret (TS) clearance with SCI eligibility.
GENERAL PROGRAM REQUIREMENTS:
- Citizenship: Must be a U.S. Citizen.
- Work Hours: Full-time, Monday through Friday, core business hours of 8:00 AM - 5:00 PM ET (40 hours/week).
- Work Location: 100% on-site at the customer facility in Central Maryland (BWI area). Candidates must live within a reasonable daily commute or be willing to relocate. Telework is situational only and must be pre-approved by the customer.
- Travel: Occasional local and CONUS travel may be required to support meetings, events, and engagements.
