Position Summary
Harkcon is seeking a Small Business Program Specialist to provide analytical, technical, and administrative support to the National Nuclear Security Administration (NNSA) Office of Partnership and Acquisition Services. The specialist will support the NNSA Small Business Program Manager, Senior Procurement Executive, Head of Contracting Activity, and acquisition professionals by analyzing small-business utilization data, reviewing subcontracting information, preparing reports and briefings, and coordinating outreach and program activities. This is a temporary, full-time six-month assignment supporting a federal client on-site in Washington, DC. Location: DOE HQ in Washington DC (Forrestal building) Clearance: Active DOE L clearance required; active DoD Secret accepted
Essential Duties and Responsibilities
- Review small business subcontracting plans and Individual Subcontract Reports in the Electronic Subcontracting Reporting System (eSRS); prepare comparative analyses and recommendations for Contracting Officer use.
- Compile, analyze, reconcile, and report small business utilization data from sources including eSRS and the Federal Procurement Data System - Next Generation (FPDS-NG) across the NNSA enterprise and Management and Operating contractor portfolio.
- Develop recurring dashboards, socioeconomic goal progress reports, and other status products; identify potential compliance risks and support Federal officials with corrective-action analysis.
- Track small business prime-contract and subcontract socioeconomic goals and assist with Small Business Review Forms.
- Compile outreach metrics and draft statutory, departmental, and program reports in required DOE and NNSA formats.
- Research, analyze, draft, and recommend small business programs, initiatives, outreach strategies, templates, tracking systems, and standard operating procedures that support small business utilization.
- Conduct market research, socioeconomic trend modeling, and capability analysis to support acquisition planning teams before formal strategy determinations.
- Coordinate logistical and administrative support for small business outreach events, industry days, vendor matchmaking activities, interagency meetings, conferences, and tribal forums. When attending, clearly identify as contractor support and do not speak for or bind the Government.
- Prepare correspondence, briefing materials, meeting materials, and action-item trackers for the NNSA Small Business Program Manager; maintain accurate and timely records.
- Use Microsoft 365 applications, SharePoint, eSRS, FPDS-NG, and SAM.gov to support program reporting, collaboration, document preparation, and data tracking.
Required Qualifications
- Bachelor's degree in Business, Supply Chain, Public Administration, or a related discipline.
- Five to seven years of relevant experience in federal small business program advocacy, federal procurement analysis, or contract administration under the Federal Acquisition Regulation (FAR).
- Demonstrated experience analyzing and reconciling procurement, subcontracting, or socioeconomic utilization data and communicating findings in clear reports, dashboards, or briefings.
- Working knowledge of federal acquisition and small business subcontracting concepts, including subcontracting plans, small business goals, and socioeconomic categories.
- Proficiency with Microsoft 365 applications, including Excel, Word, PowerPoint, Outlook, Teams, and SharePoint.
- Ability to work independently in a fast-paced, professional federal-client environment; manage competing priorities; and produce accurate, timely work products.
- Ability to work on-site in Washington, DC during the assignment and travel occasionally when required.
Preferred Qualifications
- Experience supporting the Department of Energy, NNSA, another federal civilian agency, or a federal acquisition organization.
- Hands-on experience using eSRS, FPDS-NG, SAM.gov, or comparable federal procurement and reporting systems.
- Experience reviewing Management and Operating contractor subcontracting plans, historical attainment data, or proposed socioeconomic goals.
- Experience supporting small business outreach, industry days, supplier matchmaking, or engagement with the Small Business Administration, DOE Office of Small and Disadvantaged Business Utilization, or state and local partners.
Position Conditions
- This is a temporary six-month assignment. Continued employment is contingent on client requirements and funding.
- The client requires on-site contractor performance to support senior Government personnel, even during periods of increased telework. Any alternative schedule or telework arrangement is subject to client approval.
