Catallia Mexican Foods, LLC is looking for an HR Benefits Program Administrator to join our team!
As our Human Resources Benefits Program Administrator, bilingual in English and Spanish, this role is key to our organization in developing, implementing, and managing employee benefits programs and related HR processes. This hands-on position will be responsible for building a structured, sustainable benefits program, establishing standardized procedures, coordinating with benefit providers, and ensuring employees have access to accurate information.
In addition to benefits administration, this role supports workers' compensation, leaves of absence, job accommodations, payroll coordination, HR compliance, and employee records. The ideal candidate is a detail-oriented, service-focused HR professional who can build programs and processes independently, manage confidential information, interpret applicable regulations, and partner effectively with employees, leaders, vendors, and internal stakeholders in a fast-paced manufacturing environment.
Compensation & Benefits

Key Responsibilities & Essential Functions
- Manage and administer employee benefits programs, including plan setup, open enrollment, new-hire enrollments, qualifying life events, eligibility changes, employee education and questions, invoice reconciliation, vendor coordination, compliance, and required reporting.
- Manage workers' compensation: Coordinate injury reporting, claims, medical documentation, return-to-work activities, and communication with employees, leaders, carriers, and providers.
- Administer leaves of absence: Guide employees and managers through FMLA, Minnesota Paid Family and Medical Leave (PFML), disability, and other applicable federal, state, and company leave programs; manage required notices and documentation; and track eligibility, deadlines, certifications, status, and return-to-work requirements.
- Coordinate job accommodation: Administer the interactive accommodation process under the ADAAA and applicable laws, including documentation, communication, implementation, and follow-up with employees, leaders, and providers.
- Support payroll administration: Review timekeeping and payroll data, process employee changes, benefit deductions, and other payroll inputs, research discrepancies, coordinate corrections, complete audits and reconciliations, and help ensure accurate, compliant, and timely payroll.
- Maintain compliance: Keep required records, notices, postings, reports, and documentation current and support audits and regulatory requirements.
- Bilingual employee support: Explain Human Resources programs, policies, forms, and processes clearly in English and Spanish and assist with culturally responsive communication.
- Partner with leaders: Provide practical guidance on attendance, employee relations, policy interpretation, performance, and day-to-day workforce matters.
- Maintain HRIS records: Complete data entry, reporting, file maintenance, and routine audits to protect data accuracy, confidentiality, and consistency.
Additional Responsibilities
- Develop and implement a documented benefits administration framework, including standard operating procedures, enrollment workflows, eligibility tracking, employee communications, vendor contacts, and internal controls.
- Coordinate the annual benefits renewal and open enrollment process, including preparation of employee materials, vendor coordination, enrollment system updates, employee education, deadline communications, and reconciliation of final elections.
- Process benefit enrollments, changes, and terminations within applicable deadlines, targeting at least 98% data accuracy.
- Acknowledge routine benefits inquiries within one business day and provide status updates when additional research or vendor coordination is required.
- Reconcile benefits carrier invoices, enrollment records, and payroll deductions monthly.
- Investigate discrepancies promptly, coordinate corrections, and target resolution within 10 business days when dependent on available information and third-party response times.
- Maintain current tracking and documentation for applicable leave cases.
- Coordinate timely workplace injury reporting, claim submissions, supporting documentation, and return-to-work tracking in accordance with applicable reporting requirements and company procedures.
- Acknowledge accommodation requests within two business days when practicable, initiate the interactive process promptly, and maintain complete, confidential documentation throughout the process.
- Complete assigned payroll reviews, employee status changes, benefits deductions, and reconciliations before each applicable payroll cutoff. Escalate unresolved discrepancies before payroll is finalized.
- Perform monthly or otherwise scheduled audits of benefits records, HRIS data, payroll deductions, leave tracking, and workers' compensation documentation. Maintain supporting records and complete assigned compliance reports by established deadlines.
- Develop and maintain benefits reference materials, FAQs, enrollment guides, and bilingual communications to improve employee understanding and reduce recurring questions.
- Monitor recurring employee questions, enrollment issues, vendor service concerns, and administrative errors to identify trends and recommend improvements to benefits processes and employee support.
- Support HR leadership with benefits-related reporting, program evaluations, renewal preparation, compliance reviews, and recommendations to improve the effectiveness and administration of the company's benefits offerings.
Basic Qualifications
- Must be bilingual in English and Spanish, with the ability to communicate HR and benefits information clearly and professionally in both languages, verbally and in writing.
- Must have hands-on experience with benefits program management and administration, open enrollment, benefits compliance and reporting, FMLA/PFML leave administration, workers' compensation, ADAAA job accommodation, and payroll.
- Must have working knowledge of applicable federal and Minnesota employment laws, benefits administration requirements, and leave programs, including FMLA and Minnesota Paid Leave.
- Must be able to manage multiple priorities, meet deadlines, investigate discrepancies, and work independently while collaborating with internal and external stakeholders.
- Must have experience or demonstrated ability to develop, implement, and maintain HR processes, procedures, and administrative systems.
- Must have 3+ years of Human Resources generalist, benefits administration, or HR business partner experience.
- Must be proficient in HRIS platforms, payroll systems, spreadsheet applications, and Microsoft Office.
- Must demonstrate strong judgment, confidentiality, organization, attention to detail, and follow-through.
- Must have excellent employee service, communication, problem-solving, and relationship-building skills.
Preferred Qualifications
- Professional HR or benefits certification, such as PHR, SHRM-CP, or Certified Employee Benefits Specialist (CEBS).
- Previous HR experience in a manufacturing or similar operational environment.
- Experience supporting a multi-shift manufacturing workforce.
- Bilingual proficiency in Somali.
Physical Requirements
- Ability to remain seated for extended periods throughout the workday, with the flexibility to move around the facility as needed.
- Ability to work in an office and manufacturing environment and interact with employees across various departments and shifts.
- Ability to lift boxes and other materials weighing up to 30 pounds.
