DEPARTMENT OVERVIEW

Risk and Safety Services (RSS) is a multi-operational unit within the Finance and Operations Administration Division of the University of California, Santa Cruz. RSS delivers a wide variety of programs and services to support campus-wide safety and emergency response for incident management. Departments include; Risk Services, Environmental Health and Safety, Office of Emergency Services, Transportation and Parking Services, and University Police.

JOB SUMMARY

Police Officers are the primary representatives of the University of California Police Department, directly responsible for the delivery of public safety and law enforcement services on and near the campus and other properties owned, controlled, or occupied by the University. Police Officers work under the supervision of, and report directly to, a Sergeant of Police or Lieutenant. Police Officers must work independently as well as collaboratively, carrying out instructions and self-initiating activity in a manner consistent with law, regulations, department policies, and standard procedures. Police Officers engage in preventative patrols on foot, bicycle, motorcycle, and by vehicle, and respond to calls for service from University affiliates and the general public. They make arrests, conduct thorough investigations, prepare necessary documentation, and testify in court. They maintain custody of and arrange for the proper disposition of evidence, contraband, and lost & found property. Police Officers may work with civilian and other law enforcement agencies to provide for the security and safety of persons and property at University ceremonies and events, and serve as a proactive resource to a uniquely diverse community. The ideal candidate will have demonstrated detailed and fundamental knowledge of modern police methods, practices, and techniques with particular emphasis on the university environment; skills in working as part of a diverse team; ability to motivate others to effectively achieve department goals and objectives; ability to establish and maintain cooperative working relationships with department members, neighboring agencies, and the campus community; possess excellent interpersonal skills and organizational skills; the ability to effectively communicate, orally and in writing to all levels of the organization; knowledge of relevant university-wide police policies and procedures; a strong commitment to cultural, gender and racial diversity, professional ethics and integrity, and understanding of and commitment to community-oriented policing, a self-starting and self-motivated work ethic, and a reliable attendance record. Police Officers may routinely work evening, night, and weekend shifts, and all officers can be required to work mandatory overtime assignments, attend off-site training, and provide mutual aid to other agencies or locations, based on the needs of the department, and with little or no notice.

APPOINTMENT INFORMATION

FULL SALARY RANGE: $43.81 - $55.05/hour. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES

60% - Patrol and Investigations

  • Respond to calls related to the protection of life and property, traffic collisions, and other emergencies. Respond calmly and constructively when faced with opposition or working under conditions of stress.
  • Initiate police action when necessary; use authority fairly and equitably.
  • Prevent and suppress crime. Manage conflict effectively, and de-escalate situations when appropriate.
  • Make arrests and search, fingerprint, and transport prisoners.
  • Conduct missing person investigations.
  • Conduct preliminary and follow-up investigations of criminal incidents, disturbances, hazardous incidents, vehicle collisions, casualties, threat assessments, vulnerability assessments, and other investigations as assigned.
  • Enforce federal and state laws, and University regulations.
  • Locate, collect, and preserve evidence and found property.
  • Interview victims, complainants, and witnesses. Interview and interrogate suspects.
  • Check campus buildings, grounds, and facilities for physical security and hazardous conditions and report deficiencies.
  • Direct traffic, enforce traffic regulations and write citations.
  • Prepare well-written and computer-generated reports.
  • Plan and execute patrol operations to provide security or tactical response to crime. Develop logical plans, evaluate alternatives, and anticipate risks, obstacles, and likely consequences.
  • Serve warrants and subpoenas.
  • Execute assigned duties pursuant to University and police policy and procedures.
  • Analyze situations and take quick, effective, and reasonable action to prevent injury, loss of life, or destruction of property. Make decisions under emerging conditions and intense time constraints with limited or conflicting information.
  • Adhere to federal, state, and local laws and ordinances pertaining to apprehension, arrest, and prosecution of persons, rules of search, seizure, and evidence, departmental rules and regulations, and employment.
  • Apply knowledge and understanding of the criminal justice system, criminal law, and modern police methods, and procedures, including but not limited to apprehension and arrest, criminal investigations, collection and presentation of evidence, and police record-keeping in daily activities.
  • Maintain confidentiality requirements of law enforcement information and personnel matters.
  • Apply crowd management, intervention, and control tactics.
  • Understand and utilize the Incident Command System.
  • Comply with Jeanne Clery Act Disclosure of Campus Security Policy and Campus Crime Statistics Act.
  • Perform actions according to laws pertaining to civil liability and privacy.
  • Practice modern principles of customer service.

15% - Training/Liaison/Court Testimony

  • Participate in on-the-job training or job-related courses as mandated by policy, law, and/or the California Commission on Peace Officer Standards and Training (CA-POST).
  • Participate and attend department firearms, impact weapons, defensive tactics, and other specialized scheduled training and maintain proficiency.
  • Maintain POST training certification through Advanced Officer Training.
  • Participate and/or receive roll call training and online training.
  • Act as a liaison between the department and other law enforcement agencies within the county and state, University units, and community task forces and groups as required.
  • Maintain a professional working relationship with other law enforcement agencies, organizations, and businesses through planning and coordination of mutual, available resources.
  • Effectively motivate in the development of others through training or mentoring.
  • Prepare cases for court, including meeting with the District Attorney.
  • Present complete case documentation, testify, and present evidence in court and in other legal or administrative proceedings.

15% - Community Outreach Services

  • Conduct ongoing training for department members and the community.
  • Work closely with the public and University units to educate, identify, and solve problems.
  • Make community relations presentations to University affiliates and the general public.
  • Connect and build trust with people at all levels of the Police Department and with the community.
  • Serve notices and civil papers as assigned.
  • Euthanize seriously injured animals.
  • Provide information to the public relating to crime prevention, the criminal justice system, suicide prevention, active shooter, self-defense programs, problem-solving, and other police-related topics.
  • Conduct cash and security-related escorts.
  • Provide information and direction to visitors and affiliates.
  • Provide "civil stand-bys" and keep the peace.
  • Determine the need for and provide security and safety-related services at special events or other short-term assignments.

5% - Administrative Duties

  • Maintain a clean work environment.
  • Complete daily, monthly, overtime, and special event logs.
  • Complete event evaluations.
  • Research and write reports regarding legal issues, police procedures, technical equipment, training outlines and curriculum, and other law enforcement-related matters.
  • Investigate and report violations of the campus codes of conduct for students, staff, and faculty.
  • Assist with streamlining department processes to conserve staff time and monetary expense, and to improve service within and outside the department.

5% - Other Duties as Assigned

  • Specialty assignments such as Officer in Charge, Investigator/Detective, Field Training Officer, and those as described in the Statewide Policy and Procedures may be assigned at the discretion of the Chief of Police.
  • Mutual aid assignments for other law enforcement agencies.
  • Read and follow the UCSC Principles of Community.
  • Facilitate clear and positive communications between department members, other public safety entities, and the community.
  • Abide by Department General Orders, directives, procedures, and requirements.
  • Abide by UC Santa Cruz policy and procedures.
  • Abide by University of California policy and procedures.
  • Comply with university and/or department discrimination and harassment policy.
  • Represent the department with other university departments or local law enforcement.
  • Provide necessary command in the absence of a ranking officer; working such hours or performing such tasks as assigned by a ranking officer.
  • Maintain departmental standards as outlined by the Chief of Police or designee.

REQUIRED QUALIFICATIONS

  • A Bachelor's degree or an equivalent combination of education, training, and/ or experience.
  • Graduate of POST Basic Police Academy.
  • Demonstrated ability to analyze situations and take quick, effective, and reasonable action to prevent injury, loss of life, or destruction of property
  • Proficiency in the use and care of a variety of weapons (i.e. firearm, rifle, baton, OC, etc.). Ability to maintain PC 832 Arrest qualifications.
  • Knowledge of Police operating rules and regulations
  • Knowledge of basic law enforcement terminology and concepts
  • Experience in the exercise of defensive tactics
  • Skill to safely handle an automobile in high speed and emergency situations
  • Knowledge of pertinent case law
  • Ability to use vehicles, computer systems, weapons and other technologies and tools employed by police agencies
  • Understanding of modern policing issues, philosophies, practices and trends as applied within the University environment
  • Skill in speaking and writing clearly, using appropriate vocabulary to provide information and prepare written reports. Speak confidently in public settings.
  • Demonstrated ability to work effectively as a member of a team
  • Ability to utilize computer systems and software to prepare documents, reports and support the daily functions of the department.

SPECIAL CONDITIONS OF EMPLOYMENT

  • Selected candidate will be required to pass a pre-employment criminal history background check.
  • Must possess a current CPR certificate.
  • Must possess CPR/First Aid/AED certification or have the ability to obtain it within 60-calendar days of hire.
  • Selected candidate will be required to successfully complete a pre-hire criminal history background check and a pre-hire credentialing check.
  • Must possess a valid license to drive in the state of California and be able to participate in the Department of Motor Vehicles (DMV) pull notice program.

  • Ability to walk multiple nightly rounds on uneven surfaces and repeatedly climb stairs.

  • Ability to do occasional work in confined spaces such as attics and trenches while bending, stooping and/or kneeling with the possibility of being exposed to live electrical circuits and machinery.
  • Ability to work in conditions of variable temperature/weather with possible exposure to strong, unpleasant odors, high levels of noise and vibrations, and exposure to dust and allergens.
  • Ability to ascend/descend ladders with or without accommodation.
  • Ability to conduct outdoor site visits, including use of required personal protective equipment, as required to conduct investigations, inspections, or view work in place.

Applicant will be subjected to an identity/fingerprint check and criminal history check; Felony convictions or certain misdemeanor convictions that are disqualifying per CA GC sections 1029, 1030, 1031 (c), California Penal Code section 29805, and 18 USC 922 (d) (9); physical ability testing, drug screening, medical screening, psychological testing, treadmill stress test, and may be subject to a deception detection examination such as a polygraph or voice stress test, and/or a pre-offer personality test.
  • Must pass comprehensive medical and psychological pre-placement examinations as established by the University, state and federal law for Police Officers Must be a high school graduate or possess a GED (score of 40 or higher on individual sub-tests and a total score of 225 or higher)
  • Must possess a current California POST Basic Certificate issued by the Commission on Peace Officers' Standards and Training OR possess a POST Academy Certificate, OR be currently enrolled in a CA POST law enforcement academy with an anticipated graduation within the next six( 6) months. Those awarded a POST Basic Certificate and have a three-year or longer break in service must have a current certificate through a POST requalification course.
  • Ability to work a varied schedule, including nights, weekends and holidays; work 8, 10 or 12 hour shifts, work an alternative schedule; work assigned overtime.
