Position Summary

Develop Job Material Lists (JML) in support of material requirements for Task Group Instructions (TGI) and material quotes for new work; interface with vendors regarding pricing for material when directed; identify all non-consumable material that will be installed permanently on board the ship including greases and lubricants used in re-assembly. Requires experience with the preparation and review of technical material for publication in both paper and electronic formats. The daily use of technical manuals, equipment manuals, operating and maintenance instructions/manuals, drawings, database entry, parts lists, assembly instructions, reports, appendices, etc. Use of the ATIS (Advanced Technical Information Support) software on a daily basis during JML development.

EXPECTATIONS OF THIS FUNCTION ARE:

* Self-motivated, focused individual with strong attention to detail and high ethical standards.
* In-depth working knowledge of the following: shipboard piping systems (repair/installation practices, procedures, alignments, troubleshooting, etc.),
* Ability to read and interpret blueprints, MILSPEC, Level I Material Control, and SUBSAFE requirements.
* Strong familiarity with various word processing and data base software.
* Ability to support multiple Projects.
* Ability to work as part of team of managers and technical personnel.
* Strong organizational skills and analytical / logical approach.
* Ability to synthesize diverse information (technical, schedule) and exercise good judgment.

Duties & Responsibilities

* Complete Material Planner qualifications as directed by Material Planning Supervisor.
* Develop JMLs through review of applicable drawings and technical references as invoked by the applicable statement of work. Interface with Purchasing Department to provide written material quotes and determine total material cost for bids/quotes when directed.
* Conduct all necessary research, to include reviewing source material, using the ATIS application software, working with other subject matter experts (SMEs).
* Read, understand and interpret blueprints, drawings, schematics and specifications to determine the material requirements for the tasks assigned.
* Review and maintain a master database and scheduling software used for task assignment and JML status updates in accordance with published procedures.
* Proper use & familiarity with the UIPIs, Navy Standard Items, OII-MSD Submarine & Deep Submergence Systems Quality Assurance Manual, OII-MSD Process Instructions.
* Strong research abilities using various search engines, databases, ATIS, Haystack and other available resources.
* Interface with Planners during the development of Technical Work Documents to ensure all material needs are met. Issue Job Material Lists in sequence with the Technical Work Documents to ensure schedule priorities are met.
* Attend project meetings to provide input as necessary.
* Maintain a master list of JMLs on electronic media, in a data base format, for easy retrieval and review.
* Provide process improvement recommendations to the Material Planning Supervisor.

OTHER DUTIES AS ASSIGNED

* The above list is only a representative sample of what the Material Planner may be asked to do. The Material Planner may perform other special projects or duties as required to support business needs.

Qualifications

EDUCATION:

* A. S. in engineering discipline; or High School/GED with Apprenticeship Diploma and additional vocational courses in pipefitting, plumbing or hydraulic systems practice and theory.

EXPERIENCE:

* 3-5 years (I) or 6+ years (II) military and/or civilian experience with shipboard piping systems.
repair, modification or installation in a repair department or shipyard. In-depth working knowledge of the following: shipboard piping systems (repair/installation practices, procedures, alignments, troubleshooting, etc.).

KNOWLEDGE:

* Strong computer skills. Working knowledge of MS Word, Project Management/Scheduling Software (MS Project, MPM, etc..), and Peoplesoft experience is a plus.
* Advanced MS Excel skills are required.
* Excellent verbal and written communication skills.
* Background knowledge in government and commercial contract requirements.
* Knowledge of project management body of knowledge and effective use of earned value analysis.
* Knowledge of performance measurement principles such as earned value, IRR, ROA, Payback, DSO.
