Call for Consultants - Global Fund Country Coordinating Mechanism

Management Sciences for Health (MSH) is actively seeking consultants to provide technical assistance (TA) to Global Fund country coordinating mechanisms (CCMs). TA is expected to be provided in the following strategic areas:

  • Integrated performance framework annual assessment and deep dive support: strengthening the performance assessment of CCMs using the Integrated Performance Framework Tool at points in the three-year CCM funding cycle.

  • Technical assistance to strengthen CCMs: in the four key areas of CCM functions building on the work started under the CCM Evolution initiative to support CCMs to strengthen their capacities through remote and/or on-site technical assistance. These key areas include:

    • CCM Oversight Functions

    • CCM Engagement Functions

    • CCM Positioning and RSSH/Pandemic Preparedness & Response

    • CCM Operations Functions

  • Technical assistance to strengthen the capacity of CCMs in high-risk settings: strengthening the four key areas of CCM functions (as above), delivering technical support to CCMs in fragile, insecure, and challenging operating environments.

MSH will respond to Global Fund issued task orders and engage consultants whose technical expertise and prior experience most aligns with the outline scope of work. Location, technical area, technical expertise required, and duration of assignment will vary by task order. Assignments range in length and level of effort. Once a consultant has applied here in Workday, your candidacy will be considered based on the needs of task order assignments.

QUALIFICATIONS

Minimum qualifications include:

  • Bachelor's degree required, with social science, public health, population studies orientation highly desirable and advanced degree preferred.

  • Minimum of 5 years of experience in working within the context of the Global Fund CCM governance and oversight

  • Familiarity with the Global Fund CCM policies and functions; demonstrated knowledge/understanding/experience of CCM Governance related issues

  • Familiarity with epidemiologic indicators for HIV, TB and Malaria and financial indicators

  • Experience working in a multi-stakeholder governance environment

  • Proficiency in data collection, triangulation, and information analysis from various sources; policy decision-support, strategic analysis, and reporting

  • Proficiency in the synthesis of financial, programmatic and management information

  • Strong interpersonal skills and proven ability to communicate and interact with high-level officials from the government, NGOs, UN Agencies, and the private sector

  • Strong writing, presentation, facilitation and communication skills

  • Ability to handle multiple tasks simultaneously, set priorities and work independently as well as being a part of a team
